UNAUTHORISED ABSENCE FROM DUTY: Departments told to initiate dismissal/removal

Chandigarh, October 26, 2012: The Punjab government today issued directions to all departments to initiate dismissal/removal proceedings against employees absenting from the duties unauthorisedly as per procedure without any delay.  

Disclosing this here today, a spokesman of the state government said that all the government departments have been directed to give such officers/officials a three day notice for rejoining their duties and in case any officer or employee did not join his duty in the stipulated time then considering him as absent from duty, dismissal/removal process against him should be initiated under Punjab Civil Services (Punishment and Appeal) Rules, 1970.

The spokesman said that any such officer/official should not be allowed to rejoin without the pre-approval of competent authority and the concerned administrative department should discuss the issue with Finance department under Punjab Civil Service Rules Vol-I, Rule 2.14 of Part-I. Besides this, departmental action should also be taken against those officers/officials, who during their study leave does business/work or gets other financial benefits considering it as violation of Rule 15 of Government Employees’ (Conduct), Rules 1966.

The spokesman further said that in case of non compliance of these instructions in true spirit, departmental proceeding should also be initiated against concerned officers/officials. He said that two proformas have been prepared, through which departmental heads would submit their reports regarding dismissal/removal or demotion of such officers/officials to the Administrative Secretary of the department by 30th of every month. After that Financial Commissioners/ Administrative Secretaries would send their compiled quarterly reports to Chief Secretary, Punjab (PP-2 Branch), he added.
