Ludhiana, November 3, 2014: A meeting of United Cycle and Parts Manufacturers Association (UCPMA), Ludhiana was held under the leadership of Charanjit Singh Vishivkarma (President), in which discussion was on the issue of “Sewerage Sharing Charges” that recently the Government has imposed on the industrialist. The whole officials as well as members of UCPMA strongly protested against the government decision about imposing of the sewerage sharing charges. 
Charanjit Singh Vishivkarma along with office bearers told that the persons who have already purchased the land either from GLADA or improvement trust have already paid the sewerage charges. Then why again the Government is asking the sewerage charges. The factory owners are already paying various taxes to the Government like Property tax, water disposal on water tubewell, sewerage tax etc. Then why the Government is asking for the extra tax in the name of Sewerage sharing charges which is already been paid by the owner at the time of purchase of Land. If the Government will supply the water regularly then it is no need of using the submersible pump. So in order to run the factory properly water is required which we are not getting in full from the Municipal Corporation, for this submersible pump is being used. In the meeting it was decided that whatever the Government will do to recover this tax it will strongly be opposed and at no cost this tax will not be given by any industrialists. As today in the present scenario the industries are already facing severe problems due to which they are in the way of closure. In every way the industries are being dominated. In this tough situation the Government should help the Industries to revive from the touch situation by helping them in every possible way but opposite is being done by the Government. If the Government will impose such type of new taxes to the industrialists then very soon industries will get closed and the economy of Punjab will decrease. The Government is unnecessary harassing the industrialist by imposing taxes to them. So in this situation how will they lift the additional burden? On one side the Government Is telling to use Indian products for the slogan “make in India”. If the Government will impose new taxes then how will the industry will make the products?
 In 1992 notifications was passed and in the year2005 the rate revision letter were sent to the industries in which it is clearly written that the sewerage sharing charges will be recovered from the institutes like focal point and PSIDC (Punjab State Infrastructure development Board, PSIEC (Punjab Small industries and export Corporation. Instead the Government is recovering the tax directly from the Industrialists.
If we see the other side of the Sharing charges a clear notification was passed in which it is written that the calculation of the charges will be done from when the Institute has started using the infrastructure? In the year 2005 the rate was Rs78per sq yard. But the Government is calculating from the rate of Rs185 per sq Yard that too from 2014 which is clearly illegal and wrong.
In this regarding discussion was done with Harcharan Singh Gholwaria, Mayor (Ludhiana). He assured that this problem will be solved soon. On November 14 Satish Thanda has arranged meeting with Sukhbir Singh Badal (deputy CM) to discuss on the issue of sewarage sharing charges. If on that day problem is solved then we will thank the Government but if the problem is not solved then on November 15 UCPMA will organise meeting with all other associations members and will protest against this charges. Due to the above reason the government should listen to our words carefully and erase the Sewerage Sharing Charges from the industries so that the industry can run smoothly. At no cost we are going to pay the Sewerage Sharing Charges. 
The UCPMA office-bearers Inderjit Singh Navyug (Vice President), Manmohan Singh Ubhi (Vice Chairman) Pardeep Wadhwan (Secretary), Ajit Kumar (Prop. Secretary), Achhru Ram Gupta (Finance Secretary) along with core member committee consisting of G.L Phawa, Avtar Singh Bhogal, Jaswinder Singh Birdi, Hemraj Kapila, Satinderjit Singh Autom, Mukesh Airi, Bunty, Rajesh Bansal and others were present.
