Punjab Govt Sends A Group Of Zila Parishad Chairmen, Officers Delegation To Kerala For Study

Chandigarh, September 9, 2015: The Punjab government has sent a delegation of the zila parishad chairmen and officers to Kerala for studying the Panchayati Raj Institution of the southern state. Using the experiences learnt at Kerala these zila parishad chairmen and the officers will prove instrumental in developing social, human resources and infrastructure of Punjab. On its special visit to Kerala, the delegation will undergo training at Kerala Institute of Local Administration (KILA).
 
            Giving this information here today the Rural Development and Panchayat Minister Mr Sikandar Singh Maluka said that the delegation includes 15 chairmen and officers. He said that the delegation is studying decentralization of planning for development, handing over powers and funds to the panchayati raj institutes and the economic condition of gram panchayats. The delegation will also visit village Pananchery in Kerala and get knowledge on the working of its gram panchayat.
 
            He added that the village Pananchery has a population of around 25000 and has 50 percent reservation for women in panchayat. The women have thumping participation in gram panchayat and gram sabha. The panchayat has formed committees for different works such as finance committee, development committee, social justice committee etc and all of these committees are expertise in the works entrusted to them.
 
Bathinda zila parishad chairman Mr Gurpreet Singh Maluka said that the planning is done in Kerala at the grass root level wherein panchayats have their own officers from where they carry out their work. He said that the panchayat has information regarding every household. He added that this model should be replicated in Punjab too. The panchayat can impose taxes as its own level and create sources of income.
 
The Fazilka zila parishad chairperson Mrs Sukhmandeep Kaur said that in Kerala the government gives funds for development directly into the accounts of panchayats. Here the gram panchayat is government in itself. The gram panchayats impose taxes on its people and industries in its jurisdiction and collect taxes. A gram panchayat’s budget ranges from Rs 1.5 lacs to Rs 3 cr annually. Thanking the Punjab government for sending this delegation she said that she has learnt a lot, which will be helpful in mapping developmental works of her own area.
 
The delegation includes divisional deputy director Parampal Kaur Maluka, Ravinder Singh deputy CEO Mohali, IPS Jodhka Prof SIRDV and others.
