TENDERS allotted by violating rules

Ferozepur, March 1, 2013:  The presidents of Cooperative Labour and Construction Societies, district units of the societies and Labourfed Punjab have alleged that Punjab State Warehousing Corporation is violating the rules of government notifications where there is a provision to allot tenders of all temporary work or with budget of less than Rs.30 lakhs, to the Cooperative Labour and Constructions Societies.

In a memorandum to the Managing Director, PSWC by all the management of the Cooperative Societies on January 28-29, 2013 that the tenders for the repair of godowns on January 29 is against the state government notification (No.76/52/79C1(5)5-24 dated July 11 , 2011 and November 15,  2012.  The tenders have been allotted to the contactors also whereas as per the rules the comparison should be only with the Cooperative Societies.

 It has also been mentioned in the memorandum under reference that a message to this effect was also given Chief Manager of the Corporation on phone and it was assured that tenders would be allotted to the societies only but despite this, the tenders have been allotted to the contractors violating the rules on the subject.  The cooperative societies are now planning to move to the court.

According to the official of the PSWC the notification issued by the state government, the name of PSWC is not listed and this department is under the purview of  CWC and there is no violation in allotment of work through the tenders and ready to face the court proceedings.
