PUNJAB imparted ‘special training’ to top brass for effective implementation of governance reforms

Chandigarh, July 7, 2013: The Punjab Government today organised a two day Specialised Training for e-Governance Programme (STeP) to bring further efficiency and results  with effective implementation of governance reforms for the facilitation of general masses in the state.

Focusing on the Business Models and Public Private Partnership, the workshop was organised for the Principal Secretaries, Secretaries, Commissioners, District Collectors, Directors, heads of District level units including Deputy Commissioners, Additional Deputy Commissioners, and Project Managers for e-governance, where they have been equipped with ultra modern skills and latest updates and knowledge on business models and PPP. The workshop-cum-training programme was organised in association with National Institute of SMART Governance (NISG), Hyderabad and was attended by the senior officers from various state departments and district offices.

Emphasising the need to strengthen business models and PPP mode in e-governance projects, V. N. Zade, who is also director of Governance Reforms Department Punjab, said that effective and result oriented implementation of Governance Reforms was the call of the hour in this era cyber era. He said that Punjab has received an enormous response of people by its newly enacted the Right to Service Act-2011 as it was successfully provided more than 70 services while 87 new services have also been recommended, which would be included soon in the ambit of act. He said that 2nd Punjab Governance Reforms commission has re-established to analyse civil and criminal justice system, procedure for industrial development, underlining the framework for the affairs of NRIs and to bring reforms in fiscal management of the state.

Expressing satisfaction over the functioning of desks established under Governance Reforms in the state, Zade said that there were 139 Police Sanjh Kendras successfully providing 25 citizen services like copy of FIR, verification of documents whereas land records of 12538 villages our of 13206 in the state have been put on the web besides providing fards to the people in a minimum span of time at the state-of-the-art Fard Kendras setup under Governance Reforms. He said keeping in view the importance of time and energy of people, the Punjab has also put new milestones in its administrative complexes by providing speedy citizen centric services. He said that now the dealers have been empowered to issued vehicle registration certificates, principals of colleges are now also authorise to issue learner driving license. He said that in Punjab all the departments and markets have introduced e-tendering and e-procurement systems for the facilitation of consumers and other sections of the society.

Describing Governance Reforms a boon in this cyber era, Zade said that with the implementation of e-governance, the Punjab has become the first state to run its treasuries and budget preparations online under integrated finance management system of governance reforms.

Rajnish Malhotra, Head of SeMT, Prof. Harish P. Iyer and Dr. Ram Somasundaram from NISG were also presented their perspectives on Business Models and PPP, its importance in various administrative activities.

Meanwhile, Bhawna Garg, Special Secretary Personnel distributed participation certificates to all officers, officials of various state departments/offices and distinguished guests.
