Dharamshala, October 17, 2019: A show cause notice has been issued to the Chairman of the Himachal Pradesh Board of School Education HPSEB, in violation of the orders of the Election Office, on charges of violating the Model Code of conduct after the announcement of the by-election in Dharamshala and Pachhad in the state.
Orders have been issued to explain the situation by issuing show cause notice. On October 16, the Chief Electoral Officer was found to be using a government vehicle by the Chairman of the Board of Education during his stay in Dharamshala.
The government spokesperson said that before taking disciplinary action against the Chairman of the Board of Education, he has set a day, in which he can submit the reasons and unilateral action will be taken against him for not presenting the reason. According to the spokesperson, after the Model Code of Conduct comes into force, they will also have to submit the log book and other evidences of the government car from 21 September 2019 till today.
On the other hand the government driver's union has alleged in its complaint letter submitted to the election officer that the driver of the board of education is on leave, but the board has hired a private driver to drive the chairman's car without permission which is a violation of the model code of conduct.
The Chief Electoral Officer has also received complaints over the phone that the School Education Board office has just made transfers of some employees as indicated in the previous dates. In this regard, Dr.Suresh Kumar Soni, Chairman of Himachal School Education Board said that “I have never violated the code of conduct, but this notice has been issued to me due to administrative malice. I have been as an educationist, I am still a government employee. I have not used the vehicle for any political gathering or campaigning but for coming to the board office from the government allotted residence & back.”
