Chandigarh, May 11, 2018: A book entitled, Mapping of Patents and Research Publications of Higher Education Institutes and National Research Laboratories authored by Prof.Rupinder Tewari and Ms.Mamta Bhardwaj, scientists at DST-Centre for Policy Research at Panjab University, Chandigarh was released by honourable Dr Harsh Vardhan, Cabinet Minister, Science and Technology, Government of India on Technology Day i.e May 11, 2018 at Vigyan Bhavan, New Delhi.
The highlight of the book is a study on the research and patent profiles of over 900 institutes for the seven year period (2010-16). The study included all the national research laboratories (553) and 351 institutes of higher education based on national institutional ranking framework (NIRF) criteria.
The national research laboratories have been established by various government organizations like Council for Scientific Research (CSIR), Indian Council of Medical Research (ICMR). Indian Council of Agricultural Research (ICAR), Development in Research and Defence Organization (DRDO), Department of Science and Technology (DST) and Department of Biotechnology (DBT). The higher education institutes included universities (central, state, deemed and private) and autonomous institutes such as Indian Institutes of Technologies (IITs), National Institutes of Technologies (NITs), Indian Institutes of Information and Technologies (IIITs), Indian Institutes of Education & Research (IISERS), National Institutes of Pharmaceutical and Educational Research (NIPERS), Indian Institutes of Management (IIMs) and medical institutes like All India Institutes of Medical Sciences (AIIMS) and Post Graduate Institutes of Medical and Educational Research (PGIMERS).
The objective of the study was to strengthen the patent regime of India, by identifying institutes having creditable performance in the domains of research publications and generation of patents (granted). The model adopted by these institutes could be implemented in other institutes showing potential in research publications but low on patents. According to this study, there is not much correlation between the number of research publications and number of patents (granted) of respective institutes. For example, Delhi University leads all the 904 institutes in the domain of total number of research publications, however, it does not figure among the top 10 institutes in the domain of total number of patents (granted).
Out of top 10 research publication institutes only five figure in the top ranked institutes based on number patents (granted). The study has also identified institutes excelling in various fields such as physics, engineering, medical science, chemical science, biotech/ food/agriculture and pharma. The book also has chapters on the facilities created by Government of India for the promotion of patent ecosystem in India. Delhi University tops in the number of research publications with 15052 publications but has only 26 patents granted. PGIMER is at number 16 with 5380 publications but only one patent granted. Panjab University is at number 18 with 4733 publications and has two patents granted. In the Physics category PU is at number 9 with 1783 publications but no patent granted In pharma and drug category NIPER Mohali is at number 45 with 195 publications and 10 patents granted. PU in this category is at number 15 with 591 publications and two patents. In Medical science category PGIMER, Chandigarh is at number 2 with 5046 publications but has only one patent granted. In engineering category PU is at number 33 with 647 publications but no patent granted.
