Ludhiana, July 18, 2014: Nishi Singh, Chief Commissioner of Income Tax (CCIT) held a meeting at Ayakar Bhavan, Ludhiana on Thursday with the office bearers & executive members of Punjab Tax Bar Association (PTBA). B K Singh Additional Commissioner and Gurmit Singh Sohal, ITO were also present.

CCIT assured that all the pending applications of rectification of mistakes refunds & its revalidations as well as appeal effects will be disposed off immediately. The disposal information of current matters as well as in future will also be communicated to the assesses.

Ashok Juneja, President & B.R. Kaushal, Secretary General (PTBA) objected to the latest directions of Central Board of Direct Taxes (CBDT) by which one is mobile number and e-mail ID can be used for maximum of 4 user accounts as the primary contact – Mobile number and e-mail ID in e-filing. They requested the CCIT to take up this issue with Central Board of Direct Taxes (CBDT) for its reconsideration & revocation in view of the difficulties faced by assesses & tax professionals. They said that practically it is not justified as most of the assesses are illiterate and are not having e-mail ID`s and they do not understand the Income Tax implications & laws.

Juneja & Kaushal said that earlier professional used their e-mail ID`s to register a assesse and all the correspondence such as intimations u/s 143(1), 245 & 139 (9) were received by professionals on their e-mail ID`s & they were replying instantly. They demanded to withdraw the new guidelines immediately. Raj Pal Gupta, Sr. Vice President & Ajay Chaudhary, Vice President (PTBA) highlighted the problems relating Centralised Processing Centre (CPC) (Bengaluru) which is wrongly adjusting refunds against arrear in so many cases without affording reasonable oppertunity and without getting confirmation from jurisdictional A.O. as provided under section 245. They told the CCIT that in some cases refund vouchers sent for revalidation to CPC/State Bank of India (Mumbai) are not received after revalidation even after passing of six months. Rupinder Kansal, Secretary & Balbir Khanna Executive Member (PTBA) who is also president of Taxation Bar Association (TBA) requested CCIT that prescribed procedure for allowing refunds & deleting arrear after rectification to get log in of JCIT or Additional JCIT be followed. Circular no. 6 dt 10.07.2013 also be followed by virtue of which CPC directed to transfer all cases/record to the jurisdictional AO where the refund has wrongly been uploaded. It was requested that CCIT to take up this matter with CPC or appropriate authority. H S Ghai & Tarlok Bhalla, Joint secretaries said that in some cases block & unblock and PAN transfer from one word/range/circle to other takes longtime and as a result refunds, rectifications remains withheld & pending. B B Lohia, Executive member (PTBA) said that proper computerised receipt duly signed, numbered & stamped be issued against the documents submitted with CIT, JCIT & AO be issued.
