Shimla, December 4, 2015: The State of Himachal Pradesh was awarded two CSI-Nihilent e- Governance awards 2014-15.  The Award of Appreciation was conferred upon “HIMKOSH” Integrated Financial Management System Department of Finance Govt. of Himachal Pradesh and Award of Recognition” upon “HIMBHOOMI” Integrated Land Records Computerization Govt. of Himachal Pradesh on 3rd December, 2015 at New Delhi.   The awards were received by D.D. Sharma, Special Secretary Finance -cum-Director, Treasuries, Accounts & Lotteries & Revenue- Disaster Management Himachal Pradesh Government.  Shri Arun Ojha, Deputy Director, Treasuries, Accounts & Lotteries, H.P. was also present.

On this occasion Shri Ajay Singh Chahal, Sr. Tech. Director-cum-SIO,NIC, H.P. Shri Lalit Kapoor Tech. Director, Shri Vijay Gupta, Shri Sandeep Sood and Shri Sanjay Kumar Pr. System Analyst, NIC H.P. were also present. HIMKOSH (Integrated Financial Management Information System) of Himachal Pradesh is umbrella application software where role based access is granted to all stake holders i.e. Officers of Finance Department, HODs, DDOs, Treasuries, Accountant General and Banks. At the core is online Treasury Information System which is used by all stake holders as per their role.

The best part of the system is that there is data entry at initial level only.  Redundancy of data entry at subsequent level has completely been removed. The system is completely online and ensure that all kinds of payments are released electronically directly into the bank account of the beneficiaries. The aim of the Finance Department is to ensure transparency by making transactions paperless and cashless.

The Him Bhoomi software is an end result of lots of efforts of both Revenue department and National Informatics Centre, Himachal Pradesh. The system of land records maintenance in India is very complicated which makes the software design and development as complicated. However, with due sustained efforts the software has been developed and caters to the requirements of the Revenue department to a great extent.

Him Bhoomi software ensures rationalisation and standardisation of various documents during entry thereby minimizing errors, very simple to execute and easily operated by the Patwari.  Data Entry in Local language that is Hindi,  extensive codification like land types, caste/sub-caste types, cultivator types,9-fold land classification, general remarks etc with the availability of codes on the screen.  This software provides extensive online and offline validation routines and screen reports, three tier security like logins, roles and database level and built In User Manuals.
