Jalandhar, June 27, 2019: Manoranjan Kalia Former State President & Former Minister Punjab said that during Captain Amarinder Singh regime, there has been acquittal of more than 900 accused in the Drug cases under NDPS Act from January to June 2018. The reason of acquittal is that the investigation has been done by ad-hoc investigation Officers whereas it is mandatory under the NDPS Act that investigating Officers must be regular one.
In a statement here today, Kalia further said that Chief Minister Captain Amarinder Singh must spell out about the action taken against the police officers who appointed ad-hoc investigating officers in the cases under NDPS Act. Lest it amounts to acquiescence of the Congress Govt. Since Home Department is with the Chief Minister, Captain Amarinder Singh is directly answerable for it.
Kalia further said during Congress regime there has been an exceptional increase in the usage of Buprenorphine, a de-addiction Drug. 6 crore tablets of Buprinorphine were consumed in Punjab in 2017 alone. It is pertinent to note that a small de-addiction centre in Taran Taran has registered an hourly sale of 4000 tablets of Buprinorphine. The Sankalap Drug Dependence Treatment Centre in Taran Taran dispensed over 50 Lakh tablets in 6 months between January to June 1918. As per rules, one patient can't be given a dose for the more than a week in single visit. So to dispense, 50 Lakh tablets, the Centre was required to examine 1300 patients in a day which is impossible. It is difficult to examine more than 100 patients daily for a doctor. Hence this figures clearly indicate that the de-addiction centre has become addiction Centers. At present there are 74 private de-addiction centers in the State and the de-addiction has emerged a big lucrative business. In-spite of the fact the said information is already within the knowledge of the Government but Captain Amarinder Singh Government is turning a blind eye and has done nothing to check this menace.
