Chief justice releases “Citizen’s Charter”

Chandigarh, September 24, 2013: In its endeavor to improve Justice Delivery System and to help avail various facilities available in the premises of the High Court for the litigants and general public, today the Chief Justice Sanjay Kishan Kaul released “Citizen’s Charter” of Punjab and Haryana High Court. It was also uploaded on the website and can be visited at www.highcourtchd.gov.in.

Justice Rajive Bhalla described the various facets of “Citizen Charter”. He said that “Citizen Charter” is an information brochure describing the location of the High Court, working hours of the Courts, Judicial Branches and Administrative Offices, procedure of filing of the appeals etc.  It mentions the various facilities and services available for the litigants and the procedure to inspect the judicial records and to obtain certified copies of judgments, orders and documents. It also informs about the procedure to obtain free Legal Aid and about various other alternate dispute resolution mechanisms available in the High Court. It also contains layout of the High Court for general directional guidance of the general public. 

Recently the High Court has refreshed its Website which has added many features like information regarding the Museum, Location Map of the High Court etc. It also provides links to the Supreme Court website as well as National Judicial Data Grid (NJDG) which can be visited to access case status and judgments of any case pending in any of the District or Taluka Courts under the jurisdiction of this Court. The most prominent feature of newly launched website is a Module regarding “Latest Important Judgments” which informs about the latest pronouncements of public importance.

Recently e-Committee of Hon’ble Supreme Court of India has got developed a mobile application for online display-board, which has been customized for our High Court. Hon’ble the Chief Justice Mr. Sanjay Kishan Kaul launched the “Mobile App” as well which is free to download for android/Java based mobile phones. By using this “Mobile App”, one can watch the live display to know the status of the cases being taken up on in the various Courts.

Another application called “Case Management Module” has also been launched which would help Advocates to maintain an “e-Dairy” of their cases which would provide complete status of a case by linking it to the “Case Status Module”. In other words, it would be a Cause List of particular Advocate giving complete details of the cases including complete judgments of his decided cases.  Advocates desirous to avail this facility would have to apply to the High Court, procedure regarding which has been put on the website.   This facility would be extended to the A.G. Offices, State Government Departments and others in due course.

Justice Hemant Gupta, Chairman, Computer Committee also apprised the gathering about the various other features added in the website as well as the “step by step” procedure to obtain login id for Case Management Module also called e-Dairy.
