Vigilance Department Issues Compendium Of Guidelines To Give Vigilance Clearance To Ensure Transparency

Chandigarh, November 17, 2015: The Punjab Vigilance department today issued a compendium of guidelines issued from time to time for giving vigilance clearance to officers/officials to facilitate the employees besides for bringing transparency in the whole process.
            According to an official spokesman of the Punjab government the Vigilance department has fixed the time line for every case being handled by the department. He said that the Vigilance Bureau or the Investigating Officer would complete the investigation within 3 months within which a reference could go to the concerned administrative department seeking grant of sanction for prosecution. The competent authority would decide within 2 months from the date of the reference made to them by the Vigilance department. The competent authority would not hold any parallel for the purpose of granting prosecution.
            He further said that in cases where the sanction for prosecution was delayed would be referred to the respective committee for information. All cases referred to the competent authority for grant of sanction for prosecution would be monitored by the Secretary Vigilance directly with the concerned Administrative department.
            The Chief Vigilance Officers designated in each department would ensure that the prosecution, if any, is granted within the prescribed time frame. At the same time the competent authority has also been asked to pass detailed and speaking order while refusing or granting prosecution sanction.
            The Vigilance department has asked the officers concerned to ensure strict compliance of these instructions so that absolute transparency could be ensured in the entire process.
