Chandigarh, April 7, 2017: With a view to enhance transparency, objectivity and fairness in general transfers, the Uttar Haryana Bijli Vitran Nigam (UHBVN) has introduced a performance-linked transfer policy for officers and officials in the rank of Executive Engineers (XEN) up to Junior Engineer (JE) of UHBVN.

While stating this here today, a spokesman of UHBVN said that the policy would come into force with immediate effect and would supersede all previous instructions issued in this regard. He said that the objective of the policy is to reward good performance, make the process transparent and objective and create a perception of fairness and clarity in general transfers. Operational efficiency would be the first and foremost consideration while deciding transfers and posting of officers and officials. However, hardships being faced by an individual like health problem and couple case may be taken into consideration sympathetically for deciding his or her place of posting.

While referring to the general rules of transfers, the spokesman said that all annual general transfers would be ordered once a year, between April 1 to 30 to enable the transferred officers and officials to join by May 1. No transfers would be made during the rest of the year. He said that Cadre Controlling Authority (CCA) would circulate the list of posts which are vacant or likely to fall vacant well in time for this purpose. All applications for transfer would be submitted to the respective CCA through the Head of Office every year during the month of March. Every officer and official, except those during their first three years of service would mandatorily indicate five options for his posting. Officers and officials who fail to submit their options in time would run the risk of being posted at leftover posts and stations, he added. He said that officers and officials, during the first three years of service, would have no choice with regard to initial posting and subsequent transfers. The spokesman said that in case there is only one application for a particular post, the applicant would be transferred to the said post subject to the conditions. However, if there are two or more claimants for any post, the officer or official having higher or highest assessment score would be posted. In case of tie, age would be the deciding factor and person of higher age would get preference. Assessment of the officers and officials would be made on a scale of 1 to 100 based on the criteria. He said that the Nigam reserves the right to review performance criteria every year, depending upon current priorities, which keep on evolving and changing from time to time. Revised criteria would be circulated well in time, latest by June 30, every year, he further added. He said that minimum tenure of Assistant Executive Engineer (AEE) or Assistant Engineer (AE) would be two years in a post, no officer would serve for more than eight years in one district in the rank of AEE or AE in the entire service span. Also, no officer in the rank of AEE or AE would be posted in his or her home Sub Division. Likewise, XENs would not be posted in their home division. He said that minimum tenure of JE or JE-1 would be two years in a post and further, they would not be posted for more than five years in one Sub Division in their entire service span. He said that No Dues Certificate must be given to the JE or JE-1 within 15 days of the issue of transfer order by the concerned Sub-Division subject to submission of Material at Site (MAS) accounts in all respects and handing over the charge to other. He said that on promotion, every officer and official would be transferred to another office. However, officer or official left with one year or less service before superannuation would not be transferred except on his own request.

He made it clear that the Nigam retains the right to transfer any officer or official at any time to any post in the interest of the Nigam or on administrative grounds with the approval of the Chairman-cum-Managing Director or Managing Director. The spokesman said that separate committees comprising senior officers would be constituted to make assessment with respect to XENs, AEEs or AEs, JE-1 or JEs and for XENs, AEEs, AEs and JEs of Enforcement Wing as per the criteria. All committee members would assess the performance of an individual and assign score out of a total of 80 marks in case of XEN, AEE and AE and 60 marks in case of JE-1 and JE. Average thereof would be taken as performance score of the officer and official, he said, adding that the decision of the committee in deciding marks for various criteria would be final. While referring to the criteria to be adopted for the assessment score of officers in the rank of XEN, AEE and AE, he said that while 80 marks has been kept for the performance, 20 marks has been reserved for hardship. He said that there would be separate criteria for assessment score of officials in the rank of JE-1 and JE. This included 60 marks for performance, 20 marks each for hardship and age respectively. He said that the performance weightage for the above mentioned rank of officers would be assessed by a committee taking an overall view of the performance of the officers and officials on overall competence, integrity and parameters.
