Progress Review Of Swachh Bharat Mission (Urban) In Punjab

Chandigarh, December 3, 2015: The Local Government Minister, Sh.Anil Joshi chaired a meeting of Swachh Bharat Mission (SBM) to review the progress for the State. The meeting was attended by Mayors, Commissioners of Municipal Corporations, Regional Deputy Directors and other officials from state Local Government Department. Components of Swachh Bharat Mission namely; construction of household toilets, conversion of insanitary toilet into sanitary toilet, construction of community & public toilets, solid waste management and awareness generation were discussed. It was stated by the authorities that 13.8 % households in urban area of the state either do not have a sanitary toilet or practice open defecation. Under Swacch Bharat Mission (SBM), 1,10,125 households have been verified for provision of sanitary toilet facilities. 72,225 applications from the households have been sanctioned for the grant of incentive for construction of individual household latrine. The Govt. of India is providing grant of Rs. 4000 per toilet and equal amount will be provided by Govt. of Punjab for construction of toilets.  To the applicants, Rs. 14 Cr. has already been released by the State Nodal Agency for Swachh Bharat Mission in Urban areas. Situation of Solid Waste Management (SWM) in the state was also reviewed. Solid waste management project at Amritsar and its adjoining 11 ULBs, Patiala, GMADA and Pathankot are also to be executed under the mission.
Funds will also be provided for Capacity Building and Public Awareness components of Swachh Bharat Mission.  The State of Punjab has already received 4.32 Cr and Rs. 1.08 Cr from MoUD, GoI for these components respectively. The 50% of these funds have also been transferred to the prominent ULBs for ULB’s level activities.
            The Govt. of Punjab will also construct 1300 Community and Public Toilets under the mission.  A technical committee will finalise the design of toilet at state level. The govt. of India is providing grant of Rs. 26000 per toilet seat and equal amount will be provided by Govt. of Punjab for construction of toilets. The municipal authorities have been issued necessary direction to search the toilet sites and other formalities in respective regions.  
            The minister appraised the forum that, he will convene monthly meeting for reviewing the progress of the Swachh Bharat Mission implementation. LGM also asserted for a mechanism to be evolved for ranking the performance of cities and towns for implementing the Swachh Bharat Mission. On the recommendation of the present Mayors, LGM directed that annual appraisal report of MC officials to be linked up with the Swachh Bharat Mission progress done by the ULB.
