New Delhi/Jalandhar, November:  The Prime Minister Dr. Manmohan Singh will inaugurate the International Conference on `Evolving Common Strategies to Combat Corruption and Crime (XXth Conference of CBI and State Anti-Corruption Bureaux) today (November 11) at Vigyan Bhawan, New Delhi. 

 To mark the Golden Jubilee Year of the CBI, Prime Minister will release  a special commemorative stamp on this occasion

 The Prime Minister will also present the President’s Police Medals for Distinguished Service to six  CBI Officers for their outstanding performance.

 The inaugural session will be followed by the keynote address of the Union Minister of Communications and IT,  Kapil Sibal who will deliberate on the theme of the Conference.

 The second day of the conference will begin with the keynote address of the Finance Minister P.Chidambaram. He will dwell on the subject of “Building a Criminal Justice System to deal with Financial Crisis”

Besides this, there will be a special session on “ Ethics and Integrity in Sports -_ Need for a Law and Role of CBI” . The session will be held in the plenary hall, and will be graced amongst others by the cricketing icon  Rahul Dravid, Mr Chris Eaton, Director, International Centre for Sports Security and Ravi Sawani, Chief of BCCI’s Anti Corruption & Security Unit (ACSU).

The aim of this session is to recognise the root of the problem, evaluate the regulatory mechanism and legal framework in india and to ponder whether the time has come to have a specialized law to tackle corruption in sports.

Union Minister of State for Personnel,   V. Narayanasamy will preside over the Valedictory Session of the Conference on 13th November, and will present Police Medals for Meritorious Service to CBI Officers. The closing session will also be addressed by  Shiv Shankar Menon, National Security Advisor.

Wim van Geloven, Director Netherlands Forensic Institute, Netherlands will make a special presentation for the delegates and the officers of the CBI,  Senior officers of the Govt Of India, Vigilance Commissioners, legal luminaries, technologists and senior CBI officers will participate in the various panel discussions; CBI officers and representatives of Anti-Corruption and Vigilance agencies from the States and Union Territories, will also share best practices with regard to anti-corruption investigation and deliberate upon the emerging challenges in tackling the menace of corruption.

This Conference of senior officers of anti-corruption& vigilance agencies in the country was first organised by CBI in 1961 with an aim to provide all the investigating agencies of the country engaged in the task of fighting corruption a common platform to share information, discuss issues of common interest and evolve strategies to combat corruption.  This is the 20th Conference in this sequence.

The issues which will be deliberated during the three day Conference are:

1.     Natural Resource Management- Extent of Corruption;

2.     Developing Protocols for Investigation and Prosecution of Transnational Human Trafficking Offences ;

3.     Corporate Regulation and Fraud Risk Management ;

4.     Available International Legal Framework for Tracking Proceeds of Crime and Asset Recovery ;

5.     Transnational Organised IP  ( Intellectual Property Right )Crime : Global cooperation between Law Enforcement Agencies and Private Sector Partners ; and

6.     Inter Agency Engagement / Cooperation in investigation of high profile cases: Collaboration, Competition , Conflict.
