Ludhiana, February 20, 2016: Chamber of Industrial and Commercial Undertakings (CICU) delegation led by Shri Avtar Singh, President and accompanied by Shri Upkar Singh Ahuja, General Secretary & Sh.T.R.Misra, Vice President CICU held meeting with Sh.Kalraj Mishra, Minister of Micro Small & Medium Enterprises, yesterday late in the evening at Chandigarh for resolving Industrial issues. Sh.K.K.Jalan, Secretary and Sh. Surendra Nath Tripathi, Additional Secretary & Development Commissioner, MSME also attended this meeting.
Sh. Avtar Singh & Sh. Upkar Singh Ahuja jointly submitted Memorandum to Sh. Kalraj Mishra highlighting Providing funding for up-gradation of infrastructure of Focal Point, Ludhiana, Providing funding for establishing permanent exhibition centre for Ludhiana Industry, Implementation of higher capital limits for manufacturing & services proposed by MSME Ministry, Granting approval for full quantum of financial assistance for MSMEs participation in international exhibitions, request for reducing period for submission of applications for participation in international exhibitions, simplification of MSME Marketing Development Assistance (MDA) Scheme, and providing funding for establishing Model Hi Tech Brand Building Centre for MSME Industry.
Sh. Kalraj Mishra, after patience interaction agreed as under:
? He assured that on allotment of land by State Government for setting up Permanent Exhibition Centre Ludhiana, funding for raising building and developing allied infrastructure as available under Industrial Infrastructure Development component of MSE-CDP scheme will be provided on priority basis.
? Adequate funds for all eight phases of Focal Point, Ludhiana to upgrade physical infrastructure such as road, water supply, sewerage, solid waste management/treatment plant etc. for as permissible under Industrial Infrastructure Development component of MSE-CDP scheme of Ministry of MSME, Government of India will also be provided. Punjab Small Industries & Export Corporation Limited (PSIEC) as State Implementing Agency (SIA) with the assistance of CICU will prepare project report/interventions, implement and monitor progress of project as per provisions of the aforesaid scheme.
? Higher Capital limits for Manufacturing & Services proposed by MSME Ministry will be got approved & Implemented shortly as under.
? For Manufacturing Sector the proposal suggests as under.
a) For Micro Enterprises doubling the capital ceiling from Rs 25 lakh at present to Rs 50 lakh.
b) For Small Enterprises to hike the limit from Rs 5 crore to Rs 10 crore.
c) For Medium Enterprises doubling the limit from Rs 10 crore to Rs 20 crore.
? For Services Sector the proposal entails as under.
a) For Micro Enterprises doubling the investment limit in plant and machinery Rs 10 lakh to Rs 20 lakh.
b) For Small Enterprises, raising the limit from Rs 2 crore to Rs 5 crore.
c) For Medium Enterprises the limit from the present Rs 5 crore to Rs 10 crore.
? He assured the delegation that he will consider other issues sympathetically on review of the same by Secretary & Additional Secretary cum Development Commissioner MSME.
? Sh. K. K. Jalan, IAS, Secretary MSME accepted the invitation for visiting Ludhiana industrial hub of Northern India shortly.
