Ludhiana, August 17, 2014: Mohinder Aggarwal, Partner M/S Nav Bharat Radio and Electric Co., Mata Rani Road, Ludhiana on August 12, 2014 has written to the Union Finance Minister requesting for constituting an enquiry committee into the deficiency of services by Punjab National Bank, Clearing Cell at Mata Rani Road Branch and CDPC, New Delhi.
In his complaint, Aggarwal who is also RTI activist and state secretary of Punjab Pradesh Beopar Mandal, stated that it is painfully pointed out that inspite of various complaints and reminders on August 5, 2014 and August 8, 2014 issue of clearing of cheque by Clearing House is lingering badly and the decision of fixing the responsibility has been blocked in the pipeline of PNB administration. He also enclosed copies of all complaints and reminders for FM’s ready reference and for instituting a proper inquiry so that such lapses on the part of PNB are plugged.
Aggarwal further stated in his complaint that the circumstances are of such a nature that PNB is not understanding the issue of clearances of the cheques on the same day/next day as per the guidelines of RBI. He added on this issue, different versions are given by PNB, RCC in-charge, Mata Rani Road, Ludhiana and Chief Customer Service Officer, PNB, 5, Sansad Marg, New Delhi.
In his complaint made to the bank’s Chief Customer Service Officer on August 5, 2014 Aggarwal stated that they are having account with Mata Rani Road Ludhiana Branch. On August 1, 2014 they deposited a cheque for outgoing clearing but till time they have not get any credit of this cheque.
At a later stage on August 6, 2014 in reply to the Bank’s communication, Aggarwal stated that they are very strange to come to know by the reply of the bank that the cheque was credited to our account on August 5, 2014 at 3-40 pm. As per norms of the bank it should have been credited on August 2, 2014 by late evening which shows the deficiency in service of the bank. He also stated that let them know the reasons why this cheque was credited on August 5, 2014 after their complaint instead on August 2, 2014 otherwise they would be compelled to complain in Bank Ombudsman for justice.
On August 8, 2014, the Bank’s Chief Customer Service Officer RC Khurana wrote: “The details from Circle Office, Ludhiana have been called and are expected shortly.”
