New Delhi, November 19, 2015: The Union Minister of State (PMO & PP), Dr.Jitendra Singh said that the government is committed to uphold the independence and autonomy of CBI and ensure that the right environment is provided to CBI to function independently. He was speaking at the Valedictory function of the 21st Conference of CBI & State ACBx/Vigilance Bureaux. The Minister said that in this age of multiple methodologies of corruption, CBI is trying its best to match up to them with ways of checking it. However, the agenda is not just to control corruption, but also achieve a level of incorruptability. As the crime and corruption become more sophisticated, we need to match steps to check the same to bring the offenders to justice. This role has been commendably performed by Central Bureau of Investigation.
Speaking on the occasion, Director, CBI Shri Anil Sinha said that investigation into corruption cases, complex financial crimes pose newer and multiple challenges. There is a growing emphasis worldwide not only on prosecuting offenders, but also on recovering the proceeds of crime. It is based on the principle that “crime must not pay”. Various sessions held during the conference brought to light that investigators and prosecutors must be constantly kept apprised of new crime trends, swiftly changing technology and changing laws. It requires in-depth knowledge and special investigative techniques and procedures, knowledge of asset recovery procedures, multiple jurisdiction, digital forensic analysis and forensic accounting tools. CBI, through planned International Centre of Excellence in Investigations (ICEI) will endeavour to bring the requisite knowledge from leading resource persons in the world and transfer it to law enforcement community in India. There should be linking of anti corruption and related agencies, both at the State and Central level to have access to various data-bases to facilitate the identification and tracing of assets. This would overcome the handicap of lack of access to financial data with banks, revenue authorities and other regulatory bodies. The delegates also agreed about the requirement of multiple dimensional central authority to handle all incoming requests relating to asset recovery.
