CICU Delegation Meeting held with Chunni Lal Bhagt to Resolve Industrial Issues

Ludhiana, August 20, 2015: Chamber of Industrial and Commercial Undertakings (CICU), Ludhiana delegation comprising Sh.Phuman Singh, Finance Secretary, Sh.Rajnish Bansal, Legal Consultant & Sh.S.S. Anand, Sr.Manager, Financial Affairs held meeting with Sh.Chunni Lal Bhagt, Minister for Labour, Govt.of Punjab today in Chandigarh. Sh.Viswajeet Khanna IAS, Principal Secretary, Department of Labour, Sh. H. S. Nanda IAS, Labour Commissioner and other officials were present in this meeting.
CICU delegation submitted the memorandum on behalf of Mr. Avtar Singh-President and Mr Upkar Singh Ahuja-General Secretary regarding permanent withdrawal of notification for payment of wages to factory workers by cheque or credit in their bank account, Waiver for obtaining sac approval in non-designated areas of Ludhiana, granting permission to all members of ‘Architects Association of INDIA’ for approval of factory building map, issue of receipt of documents by labor department/offices, request of not enhancing labor rates, annual revision of labor rates, provision of proper medical services at ESIC, model hospitals & dispensaries.
Sh. Phuman Singh stressed more on the key points of the submitted memorandum i.e. permanent withdrawal of notification for payment of wages to factory workers by cheque or credit in their bank account because Industrial sector in Punjab is mainly based on migrated labor from U.P., Bihar, Uttarakhand, Himachal Pardesh & Nepal which are not having their accounts in banks. Therefore factory workers are not interested for acceptance of wages through cheques or credit in their account. This uncalled for move will accelerate shifting of migrated labor to their states thereby causing unrest and acute shortage of labor in Punjab. This unwarranted move will further impact the already reeling industrial sector, which is currently battling sluggish markets and squeezed margins.       
After patience hearing, Worthy Minister Sh. Chunni Lal Bhagt said that notification is postponed till 31st Oct 2015 and it will be reviewed again after this date.
CICU believe that the decision of minister will bring relief to both industries and workers in Punjab region.
