Three associations of IKG-PTU submits representation to BoG

Jalandhar, July 23, 2015: Taking the next step towards development, I.K.Gujral Punjab Technical University’s Three different Associations, i.e Officers welfare association, Non-Teaching welfare association and Teaching welfare association has submitted a detailed representation to all the Board of Governors (BOG) of university. The representation marks the detailed situation of University’s funds available, its report on assets and liabilities as well as how the funds were recently transferred illegally/Unethically for the establishment of Maharaja Ranjit Singh State Technical University Bathinda.
Sharing about the highlights of the representation, President of Joint form Mulajim Front Kamlesh Kumar told, “The matter of illegal funds transfer was ought to discuss with Board of Governors, the supreme body of University, an autonomous body. It was the need of hour as Government is not putting any single effort to resolve the matter, though the employees are on an indefinite strike since days. I
In the representation, we have raised many points like- Since University’s inception, Punjab Govt. has promised to give Rs.2 crore annually to university for its establishment but none of the amount has been received by it till date;  the likely expenditures and liabilities of IKG PTU for next three years are around Rs. 1562 crores in Total. It includes the assets as term deposit 1145 crore and saving account 30 crores, and the liabilities are Corpus fund (as per corpus funds rule) 500 Crore, Construction of building works sanctioned from building works committee and BOG 260 Crore, Construction of building works sanctioned in Master plan 440 crore and Service tax 362 crore.
He further shared about the representation, “We have also mentioned the key point that Section 20 (2) of MRRSSTU Act 2014 (Punjab Act No. 5 of 2015) mentions  ‘The State Govt. may transfer from all available funds of PTU Jalandhar to MRRSSTU, Bathinda in the ratio of 50:50’. So we are in a view that you should take this matter seriously and provide conformity that no more funds would be transferred from our University to second state technical University as the corpus fund of IKG-PTU is made by the sheer hard work of employees.”
The representation also encompasses the objectives of corpus fund, its mode of utilization and the record of assets and liabilities of campus. It also mentions that how Rs. 75 crore have been secretly transferred to the second university without the knowledge and approval of BOG.
The Association has requested the Board to decide the representation within the time of 15 days and have also requested not to transfer any more funds in future from the available corpus fund.
Besides BOG members, the copy of representation has also been forwarded to his Excellency Governor of Punjab- Chancellor of IKG-PTU; Chairman IKG-PTU cum Chief Secretary of Punjab, Vice- Chairman BOG, IKG-PTU-cum-Principal Secretary Technical Education and Industrial Training; Vice-Chancellor- IKG-PTU cum Secretary Technical Education and Industrial Training; Vice-Chancellor of Maharaja Ranjit Singh State Technical University Bathinda; Director Technical Education and Industrial Training, Punjab and to Secretary BOG- cum Registrar IKG-PTU.
The employees of university is sitting on an indefinite strike since eleven days and are not doing any work, which has affected the admissions of various affiliated institutions of university.
