Chandigarh, July 28, 2015: Punjab Government today chalked out a detailed action plan under Punjab Skill Development Mission to  upgrade the skills of 1 lakh youth of the State  to make them employable in upcoming new age industry. The detailed modalities and action plans of the various skill development initiatives of Punjab Skill development mission was reviewed by Mr. Sarvesh Kaushal,Chief Secretary, Punjab while chairing the steering committee of the Mission. Punjab Government had notified the ‘Punjab Skill Development Mission’ to oversee and co-ordinate the implementation of various skill development schemes across all the departments. Steering Committee has been constituted to frames policies for the mission under the guidance of Governing Council and takes financial and administrative decisions concerning the mission
Disclosing this, the official spokesperson said that during the meeting, a detailed presentation regarding the present status of the establishment of Multi Skill Development Centers (MSDC) was made by the Mission Director Mr. R K Verma. Chief Secretary was apprised that the detailed project report of setting up MSDC at Ludhiana has been finalized and sent to National Skill Development Council for final approval. The modalities of setting up MSDCs at Amritsar, Jalandhar, Bathinda, Hoshiarpur and Ropar like identification of space, course finalization, building & architectural plans, training infrastructure, finalization of services providers were also discussed during the meeting.
For the Skill training initiatives in health sectors, the construction work of 3 skill development centers and 6 hostels at Patiala, Faridkot and Amritsar has already commenced and would be completed in stipulated time. The estimated cost of the project is Rs. 33.88 crore. For setting up of Skill development centers in the construction sector, it was apprised that 1.78 acres of land at Ludhiana and 2 acres of land each at SAS Nagar, Amritsar and Jalandhar has been identified. Chief Secretary directed the Principal Secretary, Labour to complete the digital survey in next 3 days. He also directed, Chief Architect to finalize the design drawings of the upcoming Skill Development centers in next 10 days.
Department of Transport is already in the process of setting up Skill Development Centers in Automobile sector in its upcoming Institute of Driving Training and Research (IDTR) Kapurthala and Regional Driving Training Center Malerkotla. Chief Secretary asked the Department of Transport to dovetail all its skill development initiatives with the Punjab Skill Development Mission so that all the skill development courses are delivered in a standardized manner across the State.
For the skill development initiatives in Agriculture and Animal Husbandry sector, the Chief Secretary asked the concerned departments to expedite the establishment of skill development centers at Punjab Agriculture University Ludhiana and Guru Nanak Dev Veterinary and Animal Sciences University Ludhiana. The Memorandum of Understanding with Agriculture Skill Development Council shall be signed in the next 2 weeks. Further a center of excellence will also be established in Farm Mechanization in the State.
The Chief Secretary also reviewed the progress of the setting up of 2000 Skill Training Centres for rural girls. It was intimated that for the setting up of these Skill Training Centres, the available infrastructure of government schools would be used to impart skill training to the rural girls and women at their doorsteps. The Chief Secretary asked the Mission Director to focus on the capacity building of the Punjab Skill Development mission by taking senior officials on deputation from the Departments like Construction, Rural Development, Higher Education, School Education etc so that skill development initiatives of these departments can be implemented in its true spirit and also within stipulated timelines. 
The Mission Director apprised the Chief Secretary that the Punjab Government has already introduced skill courses as per national skill qualification framework in 100 schools in the year 2014 whereas this course has been introduced in another 300 schools in the year 2015-16. He said that the department of school education is executing the project in participation with national skill Development Corporation. Further, Under Deen Dayal Upadhyaya Grameen Kaushalya Yojana, the proposal of Rs. 72.31 crore has been submitted to Ministry of Rural Development, GoI for imparting training to 15000 students. The empowered committee has already approved the grant of Annual Action Plan (AAP) status to Punjab with a target of 15000 trainees in financial year 2015-16.
Chief Secretary instructed the Mission Director to have fortnightly meetings of Punjab Skill Development Mission to expedite all the projects under the mission. The registrations of applicants for various skill development initiatives should start in next 2 weeks Mission Director must hold meetings with concerned departments to resolve all pending issues for start of these development centers.
The officers present in the meeting included Mr. Vishwajit Khanna, Principal Secretary, Labour, Mr. C Roul, Principal Secretary, School Education, Mr. Roshan Sankaria, Financial Commissioner, Rural Development, Mr. A Venuprasad, Secretary Higher Education, Mr. R K Verma, Secretary Technical Education apart from other senior officers of the State.
