Chandigarh, September 21, 2015: The Punjab Governments has issued standard term and conditions for the appointment of non-official Vice Chairperson of the Public Sector Undertakings/Boards/Apex Cooperative Institutions.
An Official spokesman of the Punjab Government said that the concerned departments have been directed to especially mention whether appointment of vice-Chairperson was on full time or part-time basis. He said that where it was not mentioned it would be presumed that the appointment was on full-time basis.
He further said that these instructions would be applicable in all such cases where there was no provision in the governing statute (Act and/or rules/regulations passed under the Act) on the matters covered in instructions. Where such provisions exist, the same shall over-ride these instructions to be prescribed. The Administrative Department would ensure that terms and conditions were fixed in accordance with the relevant rules only. He said that where such rules have not been framed, the Administrative Departments have been asked to frame such rules immediately. No cases would be referred to Finance Department except for framing/amendment in relevant rules.
Divulging more he said that the Government has now decided to modify and revise these terms and conditions, in which there was no fixed tenure of the appointment of non-official Vice Chairpersons. A person appointed as Vice Chairperson could be removed at any time and he could also resign on his own.
