PUNJAB government waives off provision of submitting fresh girdawaris for MCL

Chandigarh, March 25, 2013: In a landmark decision aimed at enabling the farmers to avail of Maximum Credit Limit (MCL) from the Primary Agricultural Co-operative Societies (PACSs) across the state, the Punjab Government has done away with the provision of submitting fresh Jamabandi/Girdawaris for seeking such loans, in cases where there was no change in the ownership or tillage as per the revenue records. 

Disclosing this here today a spokesperson of the Chief Minister’s Office said that a decision to this effect was taken by the Punjab Chief Minister Parkash Singh Badal in a meeting with the senior officers of the Co-operation department held couple of days ago. As per the new decision the farmers would be advanced loans by the PACSs on the basis of the existing Girdawaris as per the Land Record registers maintained by them and henceforth the farmers need not to submit fresh Jamabandis/Girdawari for this purpose. The members of co-operative societies who have not transferred the ownership of their land or tillage rights need not to give any fresh Jamabandi/Girdawari to the PACSs for seeking MCL, as per the new decision.

The Chief Minister directed the Registrar Co-Operative societies to issue detailed guidelines asking the Deputy Registrars to immediately implement this decision in letter and spirit. Likewise the Secretaries of the Societies have been asked to supervise the implementation of the decision at their own level. Besides, the Deputy Registrars would be in touch with the Deputy Commissioners of their concerned districts to ensure that the directions were passed on to the officers and officials of the Revenue Department for ensuring its proper implementation.

The spokesperson further said that the need of fresh Girdawari would be warranted only in that case in which the ownership or tillage rights of the land belonging to the member of the society has been transferred and its entry has been made in the Land record register. The matter relating to the transfer of the ownership or tillage rights of the land belonging to any member of the Society would be enquired by the concerned Patwari, who would also verify every registry of the land record of the Society. As per these instructions the Secretary Land Record Register of every Society would be responsible for the timely update of the registers and its verification from the Patwari.

The spokesperson further said that in another significant decision the Co-operative Societies have been directed that if there was any change in the ownership or tillage rights of the land belonging any member of the society then the copy of the fresh Jamabandi/Girdawri would be taken by the Secretary adding that the fees for this purpose would also be paid by the society from its fund.
