Punjab Government should withdraw its notification of July 3: P D Sharma

Ludhiana, August 1, 2015: The Apex Chamber of Commerce and Industry (Punjab) president P D Sharma addressing a press conference here today said Punjab government has issued notification dated July 3 this year under which employers are liable to pay wages to the workers through cheques. This decision cannot be implemented due to various reasons.
He added bulk of labour force is illiterate and is of migratory nature. Labour cannot satisfy Know Your Customer norms of the banks. If all the workers of an industrial complex has to operate bank account they have to stand up in long queues. In any industrial complex there are two to three banks branch to cater thousands of workers. As such lot of working time of the labour will be wasted in the banks.
He added living in these times is becoming costlier. Labour by and large remain hand to mouth. They need money just on the spot. Migrant labours usually get urgent call from their home place. They have to leave immediately. Thus they require money just on the spot.
Further, he said industry is already facing acute shortage of labour. Many a time labour has to be hired on daily bases from the market. With this decision the apple cart of industry will be greatly up set. In nutshell payment through cheque to the labour is not practical.
“If this decision is implement there will be lot of confusion in the labour force. This may spoil the normal relationship between employers and employees”, he said, adding in such policy level matters governments take decisions after consulting industries.
“It is therefore urged that the notification may be withdraws”, he said.
All most all major association of industry & trade took part in the press conference.
