Ludhiana, August 2, 2014: In a major decision taken in the 162nd meeting of ESI Corporation the Minister of Labour & Employment and Chairman of ESI Corporation Narinder Tomar deferred the decision of enhancement of ESI ceiling from Rs.15000 to Rs.25000.
The issue was raised by the FASII in the corporation meeting that the facilities in the ESI dispensaries and hospitals is not up to the level of such highly paid employees.
In the other major decision taken by Corporation the ESI Corporation adopted the report of the Medical Services and Medical Education Committee. This six member committee was chaired by Secretary Labour Gauri Kumar and the six other members included me the undersigned.
With the adoption of this report:
•    The high level committee will be formed under Principal Secretary Labour/Health of every State, this committee will have the power to spend upto 5 crores on the repair of the hospitals and 50 lac on the repair of dispensaries.
•    The upper limit of super specialty treatment will be 10 Lac, The eligibility of Super Specialty now has been increased to six months from three months.
•    All the dispensaries will be repaired and upgraded with IT within six months.
•    The referral to the Hospitals from dispensaries now will be online.
•    The committee may empanel or remove the empanelled Hospital on the basis of their performance.
•    The vacant staff in all the Hospitals and Dispensaries will be deployed within six months.
•    The super spatiality doctors will be hired on contract basis.
•    The Cities with 1 lac employee population will have 100 bedded hospital
•    All the 500 bedded hospitals will have Blood Bank/MRI/CT Scan facilities.
•    All the dispensaries will have normal testing facilities.
•    All the laborites will be certified by the NBAL
•    In the areas where dispensaries are not present IMP (Insurance Medical Practitioners) will be hired for 2000 IP in each reason with a cost of 300 per IP.
•    The Grievance mechanism will be created online for 24 hours.
•    The dependents or family of employees can take treatment at any place.
•    All the hospitals will have token vending machines so that there should be no rush in the hospitals.
•    The checking of the Bills will be done by the agencies.
•    The dispensaries will be authorized to purchase the medicine and issue to the employees.
•    There will be periodic checkup of all the Employees.
•    The system of AYUSH and Homeopathy will be made more effective in the Hospitals.
•    To stop the delay an equipment bank will be created.
•    The states will be given more money (share) for the treatment.
•    The synergy will be done by the state governments to exchange the services with the ESIC owned hospitals where bed occupancy is less the 60%.
•    All the hospitals will be checked by the members of the ESI Corporation for ensuring the facilities to the Employees.
