Union Government’s Sustained Support Accelerates Haryana’s Growth and Infrastructure Development

Chandigarh / New Delhi: The Union Government continues to extend strong and consistent support to states through enhanced fiscal transfers, capital assistance and large-scale infrastructure investments. Haryana has emerged as a key beneficiary of these efforts, receiving increased financial resources and witnessing rapid development across railways, roads, aviation, urban transport, health, education, energy and social welfare sectors.

Rising Central Transfers Strengthen Haryana’s Finances

Central transfers to Haryana have increased substantially over the years, ensuring stronger fiscal stability and greater capacity for public investment.

For FY 2026–27, tax devolution to Haryana has been budgeted at Rs 20,772 crore, while grants-in-aid amounting to Rs 9,792 crore were provided in FY 2025–26. Over the longer period from 2014 to 2026, Haryana has received a cumulative Rs 1.06 lakh crore through tax devolution and Rs 78,345 crore as grants-in-aid.

Capital Investment Through Interest-Free Loans

To accelerate infrastructure creation, the Union Government has been providing Special Assistance to States for Capital Expenditure in the form of 50-year interest-free loans, with the interest cost fully borne by the Centre. This support is provided over and above the Finance Commission’s recommendations.

Under this scheme, Haryana has received Rs 5,196 crore between 2020–21 and January 2026. Annual releases increased steadily from Rs 91 crore in 2020–21 and Rs 135 crore in 2021–22, to Rs 1,267 crore in 2022–23, Rs 1,702 crore in 2023–24, Rs 1,459 crore in 2024–25, and Rs 543 crore in 2025–26 (till January 2026). These funds have enabled Haryana to undertake capital-intensive projects and strengthen long-term growth.

Railways: Modernisation and Complete Electrification

Railway infrastructure in Haryana has seen unprecedented expansion. The annual average railway budget outlay increased from Rs 315 crore during 2009–14 to Rs 3,383 crore in 2024–25, marking an over 11-fold increase.

On average, new railway track construction rose from 71 km per year (2009–14) to 82 km per year (2014–24). Electrification recorded a dramatic jump from 9 km per year to 132 km per year, resulting in 100 percent electrification of Haryana’s railway network, achieved in March 2023.

At present, 14 railway projects covering 1,195 km, with an investment of Rs 15,875 crore, are ongoing. Since 2014, 508 rail flyovers and under-bridges have been constructed, improving safety and reducing congestion.

A landmark achievement was the dedication of the 306 km Rewari–Madar section of the Western Dedicated Freight Corridor in January 2021, strengthening freight movement and logistics. Additionally, 34 railway stations across Haryana are being redeveloped as Amrit Stations, including Ambala Cantt., Gurugram, Faridabad, Panipat Junction, Rewari, Rohtak, Hisar and Kurukshetra Junction.

Urban Transport and Metro Expansion

Metro rail services are operational in four NCR cities of Haryana—Gurugram, Faridabad, Bahadurgarh and Ballabhgarh. Since 2014, 7 km of Rapid Metro in Gurugram has been operationalised, and 28.5 km of metro rail is currently under construction between Millennium City Centre and Cyber City, with a spur to the Dwarka Expressway.

On 4 January 2025, the Prime Minister laid the foundation stone for the 26.5 km Rithala–Kundli section of Delhi Metro Phase-IV, a project worth Rs 6,230 crore, extending metro connectivity from Delhi into Haryana. The Gurugram Metro Rail Project, estimated at Rs 5,450 crore, will further improve urban mobility.

Roads, Highways and Expressways

Haryana has witnessed rapid growth in road infrastructure, with over 3,347 km of national highways constructed as of 30 June 2025. Major projects include the 19 km Haryana section of the eight-lane Dwarka Expressway, built at a cost of Rs 4,100 crore, and the 14.4 km Rewari Bypass, worth Rs 1,070 crore, which is expected to reduce Delhi–Narnaul travel time by nearly one hour.

Under the Bharatmala Pariyojana, four greenfield corridors are being developed in Haryana: the Delhi–Mumbai Expressway, Delhi–Amritsar–Katra Expressway, Ambala–Kotputli Corridor and Amritsar–Bathinda–Jamnagar Corridor. Overall, 1,058 km of national highway corridors, with a tentative capital cost of Rs 44,570 crore, have been approved under Phase I of Bharatmala.

Aviation, Tourism and Cultural Development

Under the UDAN scheme, three new air routes have been operationalised. In April 2025, the foundation stone for a new terminal building at Hisar Airport was laid with an investment of over Rs 410 crore. The modern terminal will include passenger, cargo and ATC facilities, with scheduled flights planned to Ayodhya, Jammu, Ahmedabad, Jaipur and Chandigarh.

Tourism infrastructure has received focused attention, with Rs 48.53 crore sanctioned under the PRASHAD scheme for the development of Mata Mansa Devi Temple and Nada Saheb Gurudwara in Panchkula, and over Rs 77 crore approved under the Swadesh Darshan scheme for Mahabharata-related sites in Kurukshetra. Cultural projects such as the Anubhav Kendra at Jyotisar, built at a cost of Rs 240 crore, and the inauguration of ‘Panchjanya’ further promote heritage tourism.

Education, Health and Energy Infrastructure

Major investments include the Rs 700+ crore Maharana Pratap Horticultural University campus in Karnal, spread over 495 acres, strengthening agricultural education and research. In healthcare, projects such as AIIMS Rewari (Rs 1,650 crore) and the 2,600-bed Amrita Hospital in Faridabad (Rs 6,000 crore) are significantly expanding tertiary healthcare capacity.

Energy security has been bolstered through an 800 MW thermal power unit at Yamunanagar, costing Rs 8,470 crore, a compressed biogas plant with an annual capacity of 2,600 metric tonnes, and the 1,194 km Mundra–Panipat crude oil pipeline, costing Rs 9,000+ crore.

Wide Reach of Flagship Welfare Schemes

As of January 2026, central welfare schemes have achieved deep penetration in Haryana, including 1.09 crore Jan Dhan accounts, 1.38 crore Ayushman cards, 11.1 lakh LPG connections under Ujjwala, 30.4 lakh rural tap water connections, Rs 81,000 crore disbursed under PM Mudra, and benefits to 16 lakh PM KISAN farmers.
