Rohtak, August 17, 2026: The issue of service security for around 1,400 contractual assistant professors and lecturers working in Haryana’s state universities is set to be raised in the forthcoming Monsoon Session of the state Assembly.

A delegation of the Haryana Universities Contractual Teachers Association (HUCTA) met Leader of Opposition and former Chief Minister Bhupinder Singh Hooda and urged him to take up their demand. Hooda assured the delegation that he would raise the issue in the Assembly and seek a clear response from the government.

Former CM Hooda said he had previously raised the issue of contractual assistant professors in universities in the Assembly. If the government has provided service security to other categories of contractual employees, university contractual teachers should also be given similar protection, he said.

HUCTA state president Dr Vijay Malik and Dr Suman Ranga said the government had passed the Haryana Extension Lecturers (Security of Service) Act, 2024, during the Winter Session of the Assembly to provide service security to extension lecturers in government colleges. They demanded similar legislation for contractual teachers in state universities.

The HUCTA representatives said around 1,400 teachers were appointed through duly advertised recruitment processes and selection committees after meeting prescribed qualifications such as UGC-NET and PhD. Many have been serving for 10-15 years against full workloads, but face the risk of losing their jobs once regular recruitment begins.

They said several teachers had been working for the past five to seven years at an initial salary of ₹57,700, without effectively receiving regular increments.

HUCTA has demanded that the Haryana State University Contractual Assistant Professors (Security of Service) Bill, 2026, be introduced and passed during the Monsoon Session. The association clarified that it does not oppose regular recruitment but seeks job security for teachers who have rendered years of service in the state universities.
