Ludhiana, January 9, 2016: Shri Avtar Singh, President & Shri Upkar Singh Ahuja, General Secretary, Chamber of Industrial and Commercial Undertakings (CICU), Ludhiana in a joint statement released today said that CICU has written and letter to the Chief Minister, Government of Delhi to exempt from ‘Odd-Even Number Practice’, the Cars those moves from Punjab to Delhi.
Shri Upkar Singh stated that no doubt this odd-even scheme is an unprecedented anti-pollution measure in India’s history and has led to a major cut in volume of cars on the city’s streets and this initiative has received widespread acceptance.  Thousands of traffic police personnel and government officials assisted by volunteers fanning across the city to enforce the pilot.  He also said that Chief Minister – Shri Arvind Kejriwal is overwhelmed by the response and quoted that the initiative has turned “into a movement”.  He on behalf of CICU Executive congratulated the Delhi Government for successful launch of this scheme.  He urged upon the Chief Minister to exempt the entry of Cars to Delhi those moves from Punjab due to following reasons:
It is not possible for everyone to have prior information that which number Cars will be allowed to enter in Delhi on the day, they arrive at Delhi border.  In this eventuality, they get no option, but wait for the next day; and those who have prior information, they either have to put off their journey to next day or to hire taxi of ‘odd’ or ‘even’ number which is allowed on the day of their journey.
He further said that most of the travellers from Punjab are businessmen, pilgrims and invitees to attend meetings, marriages, funeral and traditional ceremonies. So sometimes, they stay in Delhi for about one week.  Thus, it leads to following problems:
They get no option but to use their Cars on alternate day(s) Or to hire taxi from local, to sit leisure for other day(s). This leads to more spending than the actual for their stay just to wait for the turn to use their Cars.
In view of above, CICU request Delhi Government to kindly exempt the entry of Cars of Punjab from ‘Odd-Even Number Practice.  If this exemption is not possible for those cars those enters for short period from 1-3 days, but those cars that enters Delhi  minimum 5 or more days must be exempted.  In lieu of proof of stay for more than 5 days - showing/providing of proof of Toll Tax Barrier Slips could be made mandatory for the exemption.
