VB-G RAMG a significant step towards taking the vision of Viksit Bharat to villages: HIRD Director Dr. Chauhan

Pipli/Kurukshetra, August 6, 2026: Villages and Gram Panchayats are the strongest foundation for building a developed India, and the Viksit Bharat Gram (VB-G Ram G) Act, 2025 will provide new direction and momentum to rural development. The Act envisages increased rural employment beyond the existing MGNREGA framework while placing greater emphasis on the creation of durable community assets.
These views were expressed by Dr. Virender Singh Chauhan, Director, Haryana Institute of Rural Development (HIRD), while addressing participants at the district-level Panch Conference organised under the VB-G RAMG Act, 2025, at Gram Panchayat Biholi in Pipli block of Kurukshetra district. The programme was jointly organised by HIRD and the Rural Development Department, Haryana.
Sarpanches, Panches and Gram Secretaries from various villages of Kurukshetra district participated in the conference. Deputy Chief Executive Officer Krishan Lal and Block Development and Panchayat Officer Rubal welcomed Dr. Chauhan by presenting him with a bouquet.
Addressing the gathering, Dr. Chauhan said that the responsibility of Panchayat representatives extends beyond development works to ensuring good governance, transparency and community participation. He emphasised that training and awareness would empower Panchayats to become self-reliant and play a vital role in achieving the goal of a developed India. He urged Panchayat representatives to understand the spirit of the Act and ensure its effective implementation through public participation for comprehensive and sustainable rural development.
Dr. Chauhan said that the VB-G RAMG Act, 2025 introduces significant reforms in the rural employment system. Under the Act, the guaranteed period of employment has been increased from 100 days to 125 days, while wage payments are to be made weekly or within a maximum of 15 days. The legislation also promotes the use of modern technology, transparency and accountability in monitoring development works, ensuring timely wage payments, improved employment opportunities for rural workers and more effective implementation of development projects by Panchayats. He described the Act as a major step towards taking the vision of Viksit Bharat to every village.
Deputy Chief Executive Officer Krishan Lal said that Panchayat representatives are being equipped with comprehensive knowledge of government schemes and new legislation to enable them to perform their responsibilities more effectively.
Programme Coordinator Kamaldeep Sangwan said that the district-level conference aimed to provide Panchayat representatives with practical knowledge about the provisions of the VB-G RAMG Act, the role of Panchayats and the effective implementation of rural development schemes.
Among those present on the occasion were Neelam Chhikara from the State Panchayat Resource Centre, Jitender Balyan, Sunil Numberdar, Village Secretary Raja Ram, Devi Dayal, along with several other dignitaries and Panchayat representatives.
