Rohtak District Administration Launches Drive to Align College Education with Market Needs; DC Sachin Gupta Calls for Skill-Centric, Outcome-Based Learning
The Rohtak District Administration has initiated a comprehensive transformation of higher education, directing all government and private colleges to realign their teaching, training, and student engagement practices with real-world market and industry demands. Chairing a review meeting with Principals of colleges and Industrial Training Institutes (ITIs), Deputy Commissioner Sachin Gupta emphasised a shift towards skill-centric, outcome-based learning to prepare youth for emerging employment and competitive opportunities.
Rohtak, December 10, 2025: The Rohtak District Administration has initiated a comprehensive transformation of higher education, directing all government and private colleges to realign their teaching, training, and student engagement practices with real-world market and industry demands. Chairing a review meeting with Principals of colleges and Industrial Training Institutes (ITIs), Deputy Commissioner Sachin Gupta emphasised a shift towards skill-centric, outcome-based learning to prepare youth for emerging employment and competitive opportunities.
The Deputy Commissioner highlighted that institutions must move beyond traditional classroom teaching and focus on building capacities that directly influence employability, entrepreneurial readiness, and social confidence.
All colleges have been instructed to make the following skill areas mandatory for every final-year student;
1. Communication & Public Speaking
• Focus on both Hindi and English.
• Ability to present ideas effectively in fewer words.
• Development of stage confidence and interview readiness.
2. Digital Literacy & Basic IT Skills
• Basic computer operations and MS Office suite.
• Understanding of digital platforms and online tools.
• Exposure to IT-enabled tasks relevant to modern workplaces.
3. Problem-Solving & Practical Exposure
• Activity-based learning, case discussions and field tasks.
• Encouraging logical reasoning, teamwork and real-world engagement.
• College–industry collaboration for practical assignments.
These components must be included in the curriculum and will be reviewed monthly through structured presentations.
The Administration directed colleges to:
• Form interest-based student groups for UPSC, HCS, Banking, Defence, Railways, SSC, Police and other sectors.
• Collect accurate data on student interests across BA, BCom, BSc and PG domains.
• Enable career guidance sessions by IAS and HCS officers posted in Rohtak, who will mentor and motivate students.
• Keep students continuously engaged in constructive, future-oriented activities.
Each college will be linked with district-level officers and industry partner for continuous guidance, academic strengthening and monitoring. Administration-led support will help colleges understand current industry expectations, enhance quality of instruction, organise lectures and awareness sessions and track student outcomes and skill progression.
A district-level meeting with industrialists will be held next month to discuss current market demands, skill gaps among graduates, possible collaboration for internships and training, and curriculum modifications needed for employability.
To encourage innovation among technical students, the Deputy Commissioner directed ITIs to:
• Launch Technical Challenges such as preparing websites, applications and digital solutions.
• Develop a Skilled Manpower Portal, where every trained youth’s details will be available for citizens and industries.
• Train students to think like entrepreneurs, not merely job seekers.
• Conduct entrepreneurship awareness programmes in collaboration with MSME and industry departments.
The DC also instructed ITIs to initiate business and skill-based vocational courses inside the District Jail, enabling inmates to reintegrate into society as confident, employable individuals upon release. A monthly monitoring mechanism will track progress across all institutions.
Deputy Commissioner Sachin Gupta reiterated that the aim is to empower every youth of Rohtak with the skills required to succeed in the modern world, whether in competitive examinations, employment, entrepreneurship or higher studies.
“Our colleges must create confident, capable, and industry-ready graduates who can thrive in any environment. Skill-centric education is the key to preparing our youth for future opportunities, and Rohtak will lead by example,” he added.
