Dharamshala, January 13, 2026: The Himachal Pradesh government’s decision to relocate the office of the Himachal Pradesh Backward Classes Commission from Shimla to Dharamshala is a progressive step rooted in the constitutional principles of social justice, equality, and administrative efficiency, the Chaudhary Foundation has said.
Welcoming the decision, Chaudhary Foundation President Robin Kondal stated that nearly 80 per cent of the state’s Other Backward Classes (OBC) population resides in Kangra district and adjoining regions. Establishing the commission’s office in Dharamshala will significantly ease geographical and financial constraints for members of backward communities seeking to submit grievances, representations, and applications.
He said the move would strengthen effective governance by bringing the commission closer to the people it is meant to serve, thereby enhancing public participation and administrative responsiveness.
The Foundation further observed that the commission’s continued functioning from Shimla has posed avoidable hardships for many OBC citizens, a situation that runs contrary to the principles of equality and equal opportunity enshrined under Articles 14 and 15 of the Constitution.
