Chandigarh, September 2, 2019: The Principal Association of Panjab University through its office bearers met the D.P.I.(Colleges) Punjab today.
Various issues pertaining to the government, private aided colleges and constituent colleges were discussed at length. The meeting took place for an hour and half in a very congenial atmosphere.
Dr.R.S.Jhanji, Advisor of the association briefed the D.P.I.(Colleges) regarding the problems, the colleges are facing at present. He pointed out about the regularization of posts filled against 1925 posts of Assistant Professor and non teaching posts under New Grant in aid scheme. He also demanded the review of posts which was last reviewed in 1981.
It was also requested that the Right to Service Act be also implemented for the speedy disposal of the work in DPI(Colleges) office, this will ensure smooth and hassle free environment.
Dr. N.R. Sharma, President of the association pointed out the problems of the constituent colleges of the state. The government has fixed a budget of 1.5 Cr. per annum which is a very meager amount to meet out the expenditures.
Dr. Dinesh Sharma, General Secretary of the association informed the DPI(Colleges) that the Punjab Government has totally ignored the Pvt. Grant-in-Aid colleges of the state in the disbursement of RUSA grant. Not even a single college has been covered under RUSA Scheme. This biased treatment with the private colleges has to be stopped immediately. The matter of conversion of Regular posts in vocational posts was initiated in 2015. The colleges should be given the additional posts that have been converted into vocational posts. In regard to the revised rules of grant of medical leave, the amendment made is purely arbitrary. It is requested that the rule of medical leave may be re-enacted and it should be applicable to all the cadres, teaching as well as non-teaching in government and private aided colleges. The letter issued recently regarding the settling of audit paragraphs be also put on hold as the report of special audit has not been received by the any college of Punjab.
The D.P.I.(Colleges) Punjab assured the delegation that all the problems major as well as minor shall be sorted out rightly in a short span of time and the Principals Association reiterated its support to the Government through the office of the D.P.I.(Colleges) Punjab.
