“Padhe Rohtak, Likhe Rohtak”: Rohtak District Strengthens Foundational Literacy and Numeracy in Mission Mode, Target of 100% FLN by March 2026.

Rohtak, December 13, 2025: The Rohtak District Administration has launched the “Padhe Rohtak, Likhe Rohtak” initiative, bringing a positive transformation in primary education. The initiative aims to ensure that all children from Classes 1 to 5 achieve age-appropriate reading, writing, and basic mathematics skills. The programme is being implemented in alignment with the NIPUN Haryana Mission.

Started in July 2025 under the leadership of the Deputy Commissioner, Rohtak, the initiative has made classroom teaching more structured, outcome-oriented, and child-friendly. It has also strengthened coordination among teachers, parents, and the administration.

A review of primary schools revealed that many students were being promoted to higher classes without essential reading and numeracy skills. To address this challenge, the district administration adopted a mission-mode approach for timely and focused intervention.

Key Components of the Programme

1. Zero Period:

A dedicated 40-minute Zero Period has been introduced daily in all government primary schools, focusing specifically on foundational reading and numeracy skills.

2. Digital Skill Passbook:

Each student’s learning progress is tracked regularly through a digital system, enabling timely support and targeted guidance.

3. NIPUN Vatika and Upgraded Anganwadis:

NIPUN Vatikas have been developed in primary schools to create a child-friendly learning environment, and 50 Anganwadi centres have been upgraded to strengthen early childhood preparation.

4. Mother–Teacher Circle:

Mother–Teacher Circles have been formed to actively involve parents in children’s learning, improving coordination between home and school.

Positive Outcomes

As a result of the initiative, reading proficiency has improved from 28% to 64%, while subtraction proficiency has increased from 44% to 78%. Zero Period has been successfully implemented across all primary schools in the district. The initiative has received appreciation at the state level, and several of its components have been adopted by other districts in Haryana.

Deputy Commissioner Sachin Gupta said that foundational literacy and numeracy form the basis of a child’s educational journey. Through “Padhe Rohtak, Likhe Rohtak”, the district aims to achieve 100% FLN in Rohtak by March 2026.

The district administration remains committed to achieving this goal, and the initiative is emerging as a replicable model for education reform.
