Chandigarh, August 12, 2015: To give a fresh impetus to bring investment to Punjab under the drive started by Deputy Chief Minister Mr Sukhbir Singh Badal, three committees headed by Chief Secretary Mr Sarvesh Kaushal for Medicity, PSIEC and Department of Housing alloted 35 acres of land to Rs 250 Crores Kansai Nerolac Paint Limited for setting up paints unit and 30 acres to Rs 100 crores Indian Oil Corporation for LPG Bottling Plant at Industrial Complex Goindwal Sahib. The Committee also recommended land allotment to 14 leading hospitals/medical institutions and IT companies. The estimated investments to be made by these companies in creation of Health Infrastructure and also setting up software development centers is Rs. 1272 crores. 
 
It was informed by Mr Viswajit Khanna, Principal Secretary, Housing and Urban Development that Punjab Government has a very transparent policy for allotment of plots for Hospitals/ Multi-speciality hospitals/Medical Research Institutes and for IT Companies. Punjab Government has decided to establish a hub for medical facilities in Medicity in which 104.21 acres of land has been kept for multispeciality hospitals and Medical research institutes. The land allotment of 28.10 acre was also recommended for  Indo UK Healthcare Pvt Ltd which is a joint venture of Kings College Hospital to set up 500 bed hospital with investment of more than 1000 crores on completion of its pending documentation. Proposal of M/s City Clinic Pvt Limited to allot 1 acre of plot to set up 100 bed hospital with investment of Rs. 64 crore was also recommended to be taken up further with the competent authority. Chief Secretary took detailed status of projects of previously approved proposals of Tata Memorial Hospital, M/s Grewal Eye hospital, Max Healthcare, Chaitanya Hospital and other medical institutions. He instructed the concerned officials to have fortnightly meetings with concerned companies to ensure that projects implementation is taken up within timelines.
 
It was further informed that State Government has successfully operationalized super speciality cancer and trauma hospitals at Mohali, Super Speciality cancer and cardiac hospital at Bathinda with Max healthcare under Public Private Partnership mode. Apollo is operating 350 bed hospital in Ludhiana and Fortis runs 225 bed and 150 bed facilities in Mohali and Amritsar respectively.  Further, State Government is setting up high end diagnostic centers in all districts in the PPP mode. Chief Secretary stated that Punjab Government intends to seek involvement of private sector in providing desired healthcare facilities and all the facilities will be provided to the investing companies to set up their units.
 
Further, to increase investment in the State in IT sector,  plots allotment to 12  IT Companies were also recommended  for setting up state of the art software development center which will create employment for hundreds of graduates of the State. The anticipated investments of these companies in setting up Software Development centers is Rs. 220 crore. The IT companies to which plots have been recommended include M/s Edifecs Technologies, Iyogi Technical services Pvt Ltd, M/s Alfa Technology Inc, M/s Nvish solutions Pvt Ltd, One Business consulting group pvt ltd.
 
Chief Secretary assured to all the companies that the necessary clearances to set up their units shall be given within stipulated timelines. 
 
The Committee unanimously proposed to request PGIMR to set up a satellite hospital in Medicity, for which a formal request will be sent by the State Government to Director PGI and Ministry of Health Government of India. It was contemplated that against an investment of approximately Rs 500 crores by GoI for the PGI facility, 10 acres land could be offered at concessional or even zero cost by the State Government.
 
The officers present in the meeting included Dr Yogesh Chawla, Director PGI, Mr. D P Reddy, Principal Secretary Finance, Mr Viswajit Khanna, Principal Secretary, Housing, Mr Hussan Lal, Secretary Medical Education and Research, Mr. S R Ladhar, Secretary Industries, Mr. K A P Sinha, Secretary Science Technology and Environment, , Ms Gurneet Tej Special Secretary Finance and other concerned officials from Government and private companies.
