Focused Efforts Underway to Strengthen Learning Outcomes and Achieve 100% Foundational Literacy: DC Sachin Gupta

Emphasizing the district’s commitment to quality education, the Deputy Commissioner said that the focus is not merely on completion of syllabus or activities, but on ensuring actual learning outcomes for every child, in line with the goal of achieving 100% foundational literacy and numeracy (FLN). He directed officers to initiate school-wise Digital Skill Passbooks to systematically track students’ progress and competencies.
He announced that schools achieving 100% NIPUN competency will be honored by the district administration, while schools demonstrating significant improvement will also be recognized. He further said that ranking of schools will be based on NIPUN performance, promoting healthy competition and accountability.
During the meeting, it was highlighted that initiatives such as Pravesh Utsav have witnessed enthusiastic participation, fostering strong community engagement and encouraging increased enrollment under the ongoing Admission Mission. The Deputy Commissioner directed officials to continue motivating parents to enroll their children in government schools.
Reviewing academic practices, he underscored the importance of Student Learning Outcome (SLO)-based teaching and directed all schools to align classroom processes with measurable learning outcomes. Officers were instructed to ensure continuous monitoring of each child’s progress and provide timely academic support to students requiring additional attention.
The meeting also highlighted several innovative initiatives being implemented in the district, including “Teachers as Innovators” for sharing best teaching practices through digital platforms, structured classroom observations and mentoring by DIET and block-level teams, PTMs being conducted as “Samvad” to encourage meaningful dialogue between parents and teachers, and door-to-door enrollment drives to bring out-of-school children back into the education system. The Deputy Commissioner directed that these best practices be documented and replicated across all blocks.
Special emphasis was laid on Foundational Literacy and Numeracy, with directions for regular competency assessments and targeted interventions. Schools were encouraged to adopt innovative methods such as peer learning, daily reading activities, and competency-based grouping of students to improve outcomes.
Reviewing the Mid-Day Meal (PM POSHAN) scheme, the Deputy Commissioner directed strict adherence to quality and hygiene standards and emphasized regular inspections. He noted that kitchen gardens have been established in 395 schools, contributing to both nutrition and experiential learning.
The Deputy Commissioner also instructed that proposals be prepared for BALA (Building as Learning Aid) paintings in all primary schools to create engaging learning environments. He reviewed infrastructure works under Samagra Shiksha and directed timely completion of all pending projects.
Highlighting academic excellence initiatives, he informed that the Super-40 programme has been started for Class 12 students at Government Senior Secondary School, Hisar Road, and directed that batches for NEET and JEE preparation be launched soon.
While reviewing higher education, he directed colleges to prepare students for competitive examinations along with regular studies. He further emphasized that under NEP 2020, 120-hour internships for college students must be implemented in coordination with district offices, enabling practical exposure to governance and administrative functioning.
Reiterating the importance of accountability, the Deputy Commissioner directed officers to adopt schools, closely monitor their performance, and ensure measurable improvement in learning outcomes. Regular reviews at block and district levels will be conducted to track progress.
Concluding the meeting, he said that the collective goal is to transform classrooms, strengthen foundational learning, and ensure that every child attains the required competencies, reflecting the district administration’s sustained and result-oriented efforts toward improving the education system.
