‘Fill Vacant Posts, Don’t Scrap Them’: Teachers Rally in Hisar

Hisar, September 15, 2026: Teachers’ organisations, employees and students took to the streets at Guru Jambheshwar University of Science and Technology (GJUST) on Tuesday, opposing the government’s alleged move to abolish sanctioned posts lying vacant for four years and warning against the “privatisation” of higher education.
The demonstration was organised by the Haryana Federation of University and College Teachers’ Organisations (HFUCTO), which opposed the government’s August 17, 2026 order proposing abolition of sanctioned posts lying vacant for four years.
HFUCTO state president Dr Jitender Khatkar demanded immediate withdrawal of the order and said the agitation, launched at Kurukshetra University on September 1, would be extended to other state universities.
The federation also sought full financial support to universities, regular recruitment against all sanctioned vacancies, budgetary status for self-financing posts and employees, implementation of the Old Pension Scheme for eligible employees and raising the retirement age to 65.
HFUCTO general secretary Dr Dayanand Malik said repeated budget cuts had pushed state universities into financial distress, affecting salaries and student fees. AIFUCTO vice-president Dr Narendra Chahar expressed concern over the promotion of public-private funding models in higher education in the name of NEP.
GJUTA president and HFUCTO vice-president Vinod Goyal said more than half of the teaching posts remained vacant in most state universities and demanded regular recruitment instead of abolishing posts.
Student organisations supporting the protest also demanded restoration of student union elections, a fee regulatory board and inclusion of self-financing courses in the budgetary system. HFUCTO said the agitation would continue until its demands were addressed.
