Eligible Contractual Teachers of Universities Submit Memorandum to the Former CM Hooda Demanding Pending Job Security

Rohtak, January 11, 2026: A delegation of the Haryana Universities Contractual Teachers Association (HUCTA) today met the Leader of Opposition and former Chief Minister of Haryana, Bhupinder Singh Hooda, at his residence in Rohtak and submitted a memorandum regarding the long-pending demand for job security for eligible contractual teachers working in the state’s government universities.

Former CM Hooda said that he himself had raised this issue during the Winter Session of the Haryana Vidhansabha (Assembly) in 2024, and it has also been raised by his party’s MLAs in other sessions. He said that he too had expected that the government would bring the Service Security Bill during the Winter Session of 2025 to secure the future of contractual teachers in universities. He assured that he would strongly raise this issue in the House and question the Haryana Government about the reasons for the delay, and would make every possible effort to ensure that job security is provided at the earliest.

HUCTA State President Dr. Vijay Malik and Vice-President Dr. Sharmila Yadav urged that in the upcoming Budget Session, the Haryana Government should be asked - both in writing and on the floor of the House- to present the “Haryana Universities Contractual Teachers (Service Security) Bill” at the earliest, so that contractual teachers in universities; like extension lecturers and other contractual employees in colleges, may also get legal protection of service security. They said that the government has issued clear, time-bound directions to expedite the process in the cases of other contractual employees, but so far no clear policy has been implemented for contractual teachers working in universities.

HUCTA Vice-President Dr. Sharmila Yadav said that until the Job Security law is implemented, thousands of contractual teachers will continue to face the constant threat of losing their jobs. Earlier in IGU, Rewari, and now in MDU, Rohtak, about 65 eligible contractual teachers who are already working are under the threat of being relieved without any legal protection. In contrast, extension lecturers working in colleges have been granted job security by the government, and clear instructions have been issued by the Education Department not to relieve them. Despite this, no such policy has been issued for contractual teachers in universities, nor have they been given job security.

HUCTA State President Dr. Vijay Malik said that this serious situation has been repeatedly brought to the notice of the Chief Minister Nayab Singh Saini and senior officers of the concerned departments, but due to excessive delay in the process, the contractual teaching community is going through severe mental stress and insecurity.
