Duty, Not Designation, Defines an Officer: HIRD Director Dr. Chauhan
Dr Virender Singh Chauhan, Director of Haryana Institute of Rural Development (HIRD) said that integrity and commitment to duty, rather than position or authority, define an officer’s identity. He urged officials to rise above personal gains and recognition and discharge their responsibilities with honesty, impartiality and a strong sense of public interest.
Nilokheri, September 4, 2026: Dr Virender Singh Chauhan, Director of Haryana Institute of Rural Development (HIRD) said that integrity and commitment to duty, rather than position or authority, define an officer’s identity. He urged officials to rise above personal gains and recognition and discharge their responsibilities with honesty, impartiality and a strong sense of public interest.
Addressing the valedictory session of a five-day training programme for Central Secretariat Section Officers, Dr Chauhan said administrative decisions should be taken calmly and objectively, free from personal emotions and external pressures. Referring to the Bhagavad Gita on the occasion of Janmashtami, he said its message of ‘Karma’(duty) can inspire officers to make wise decisions even in challenging situations.
He stressed that government schemes must deliver visible benefits on the ground rather than remain confined to official reports. During an exposure visit to Bhadsō village, participants interacted with villagers and studied the implementation of schemes, including the Pradhan Mantri Awas Yojana-Gramin.
Programme coordinator Dr Wazir Singh said the training combined classroom sessions with practical activities. Roshan Kumar Mishra of the Institute of Secretariat Training and Management, New Delhi, called upon officers to keep learning, remain sensitive to public needs and develop an effective work culture.
Participants shared their experiences and appreciated the institute’s training facilities. Officials and staff, including Assistant Professor Sandeep Kumar, Gurvinder Singh, Kuldeep, Hrithik Raj, Renu, Sunita and Ayushi, were present.
