District Administration Puts in Place Multi-Layered Mechanism to Ensure Fair and Malpractice-Free Board Examinations
Deputy Commissioner Sachin Gupta has directed all Centre Superintendents, flying squad members, and district-level officers to ensure that the Haryana Board of School Education examinations, commencing from 25 February 2026, are conducted in a peaceful, transparent, and strictly malpractice-free manner, in accordance with statutory orders already issued by the district administration.
Rohtak, February 23, 2026: Deputy Commissioner Sachin Gupta has directed all Centre Superintendents, flying squad members, and district-level officers to ensure that the Haryana Board of School Education examinations, commencing from 25 February 2026, are conducted in a peaceful, transparent, and strictly malpractice-free manner, in accordance with statutory orders already issued by the district administration.
Chairing a high-level coordination meeting at the Mini Secretariat, the deputy Commissioner reiterated that examination duty is mandatory and non-negotiable, and that any lapse, negligence, or violation of instructions will attract individual responsibility and strict action, including registration of FIRs in cases involving use of unfair means.
He informed that 44 examination centers have been established across the district. Centre Superintendents were directed to personally inspect their respective centers and ensure that all basic facilities are in place, including secure boundary walls, intact doors and windows, proper seating arrangements, lighting, and ventilation. Any structural or logistical deficiency must be rectified before the commencement of examinations.
To ensure effective enforcement, the Deputy Commissioner referred to the district order deputing senior HCS officers along with police officers as Flying Squads, who will conduct surprise inspections of examination centers throughout the examination period. The Additional Deputy Commissioner, Rohtak, has been designated as the overall in-charge for supervision and coordination of all examination-related arrangements.
Strict access control measures will remain in force. No unauthorized person shall be permitted inside examination centers, and all officials on duty must carry valid identity cards. Except for the Centre Superintendent, mobile phones, smart watches, Bluetooth devices, and all electronic gadgets are strictly prohibited within examination premises. CCTV systems, wherever installed, will remain fully operational, and footage will be preserved for verification in case of any complaint.
The Deputy Commissioner further highlighted that, in exercise of powers under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, prohibitory orders have already been enforced around all examination centers. These include a ban on the assembly of five or more persons within 100 meters of examination centers, prohibition on carrying weapons, and closure of photocopy, printing, duplicating facilities and cyber cafés in the notified radius during examination hours.
To strengthen community-level coordination, the DDPO has been directed to hold meetings with Sarpanches of villages where examination centers are located, sensitizing them about maintaining law and order and preventing crowding or interference.
Adequate police force will be deployed at all centers before commencement of examinations, during examination hours, and until orderly dispersal of candidates. A dedicated WhatsApp group of Centre Superintendents, district officers, and police officials will function as a real-time alert and response mechanism for immediate intervention in case of any irregularity.
The Deputy Commissioner also clarified that school staff accompanying students must leave immediately after dropping them and shall neither enter nor loiter near examination centers. Special vigilance will be maintained at centers identified as sensitive or hyper-sensitive in previous years, though all centers will be treated uniformly from a preventive and enforcement perspective.
Senior district officers present in the meeting were directed to ensure that all instructions are complied with in letter and spirit, so that the examinations are conducted in a manner that protects the integrity of the system and the future of students.
