The district administration has released a comprehensive advisory to minimize the risk of loss of life, health hazards, and economic damage during the prevailing severe winter conditions.
The Deputy Commissioner emphasized that citizens should strictly follow official advisories, stay alert, assist the needy, and immediately contact the concerned department or the nearest health facility in case of any emergency.
Key Public Health & Safety Advisory
• Stay updated on weather conditions through radio, television, and newspapers.
• Wear adequate warm clothing, preferably in multiple layers.
• Avoid unnecessary travel during extreme cold conditions; stay indoors and keep yourself dry.
• Consume warm fluids regularly.
• Seek medical advice immediately if symptoms such as cold, fever, nosebleeds, or excessive shivering appear.
• Do not use coal or open fires (angithi) inside closed rooms due to the risk of carbon monoxide poisoning.
• Do not massage frost-affected body parts.
The Deputy Commissioner advised citizens to take special care of senior citizens, children, and neighbors living alone. Head, neck, hands, and feet should be properly covered at all times.
Hypothermia: Know the Warning Signs
Symptoms such as numbness, intense shivering, and a drop in body temperature require immediate medical attention. In suspected cases:
• Move the person to a warm place.
• Replace wet or cold clothes with dry ones.
• Use skin-to-skin contact, blankets, towels, or sheets to provide warmth.
• Offer warm beverages but strictly avoid alcohol.
• Seek immediate medical help if the condition worsens.
Advisory for Farmers
To protect crops from cold wave and frost:
• Carry out light and frequent irrigation; sprinkler irrigation is preferable.
• Cover nurseries and young plants with plastic sheets or straw.
• Avoid fertilizer application and unnecessary ploughing during extreme cold.
• Use organic mulching and windbreaks to reduce heat loss.
• Cold wave conditions may lead to crop diseases such as black rust (wheat, barley), white rust (mustard, vegetables), and late blight (potato, tomato), affecting yield and storage.
Vegetable & Horticulture Protection
• Adopt mixed cropping patterns, such as growing mustard alongside tomato or brinjal, to protect crops from cold winds.
• Use Bordeaux mixture or copper oxychloride spray where required.
• Ensure better root development with appropriate use of phosphorus and potash.
• Cover nurseries and small fruit plants with plastic sheets or straw shelters to maintain thermal insulation.
Livestock & Poultry Advisory
• Animals require higher energy during cold waves; provide energy-rich and concentrated feed.
• Protect cattle and buffaloes from cold winds, especially during nights.
• Avoid animal fairs and do not leave livestock in the open.
• Ensure proper bedding with dry straw or husk.
• Keep poultry chicks warm in sheds and ensure climate-appropriate shelters that allow maximum sunlight in winters.
• Pet animals should be kept indoors during extreme cold.
The Deputy Commissioner reiterated that collective vigilance and timely precautions are essential to safeguard human life, agriculture, and livestock during the cold wave. Citizens are urged to act responsibly and support one another during this period of extreme weather.
