DC Sachin Gupta orders to Ensure Online Mutation Simultaneously with Property Registry for Seamless Citizen Services
Deputy Commissioner Sachin Gupta has directed that every property registry must be immediately followed by online mutation, ensuring that land records remain updated in real time and citizens receive smooth, hassle-free and transparent revenue services. He was presiding over a comprehensive review meeting of the Revenue Department held today at the Mini Secretariat.
Rohtak, December 8, 2025: Deputy Commissioner Sachin Gupta has directed that every property registry must be immediately followed by online mutation, ensuring that land records remain updated in real time and citizens receive smooth, hassle-free and transparent revenue services. He was presiding over a comprehensive review meeting of the Revenue Department held today at the Mini Secretariat.
The DC stressed that mutation, registry and demarcation processes must function as a coordinated, citizen-friendly system, creating a “clean and seamless service carpet” for the public. He instructed that all Tehsils ensure simple, predictable and efficient procedures so that citizens are not required to make repeated visits to offices.
The DC obtained reports from the Tehsildars and Naib Tehsildars of Rohtak, Meham, Sampla, Kalanaur and Lakhan Majra. He reiterated that there should be no gap between registry and mutation, and directed that all mutations be entered online immediately after registration.
He instructed officers to clear all pending mutation cases and ensure that updated land records remain easily accessible to the public. Smooth and timely mutation, he said, is essential for enabling citizens to access loans, compensation, subsidies and other entitlements without obstruction.
Reviewing demarcation work, the DC instructed that all demarcation must be carried out through ROVERS, ensuring precise, GPS-based measurements. He directed officers to complete field inspections promptly and upload all demarcation reports online through the designated portal. He emphasised that digital demarcation through ROVERS will enhance accuracy, prevent disputes, reduce litigation and strengthen public confidence in the revenue administration.
DC Sachin Gupta underscored that registry services must be fully paperless and citizen-centric. He directed all Tehsils to scan and upload documents immediately at the time of registry, maintain reliable infrastructure, hardware and connectivity; provide clear guidance to citizens, and ensure a clean, organised and hassle-free registry environment.
He said the end-to-end chain of registry → mutation → jamabandi should operate seamlessly so that citizens can experience tangible improvements in service quality.
The DC reviewed the progress of online jamabandi work, pending cases under Section 47-A, custodian land matters and all ongoing inquiries, including demarcation and encroachment. He directed that all pending work be completed within prescribed timelines and that accuracy and transparency be maintained at every stage.
The DC also reviewed cases received through CM Window, Jan Samwad and other grievance platforms. He instructed officers to ensure timely verification of crop damage entries under e-Kshatipurti, file parawise comments, affidavits and replies in High Court cases within stipulated timelines, and dispose of all citizen grievances promptly and sensitively.
The Deputy Commissioner directed all SDMs to convene weekly review meetings on revenue matters and submit regular progress reports for district-level monitoring. He reiterated that delays in disposal of revenue cases will not be tolerated and accountability will be fixed where required.
The meeting was attended by Sampla SDM Utsav Anand, Meham SDM Mukund Tanwar, DRO Pramod Chahal, DDPO Rajpal Chahal, Tehsildars, Naib Tehsildars and officials of the Revenue Department.
