DC Sachin Gupta directs to ensure Zero Child Labour in the District

Deputy Commissioner Sachin Gupta has directed all concerned officers to ensure that there is zero incidence of child labour in Rohtak district. He said that child labour will not be tolerated under any circumstances and strict enforcement of the Child and Adolescent Labour (Prohibition and Regulation) Act shall be ensured across the district, particularly in brick kilns, construction sites, shops, dhabas, and industrial establishments.

Rohtak, December 17, 2025: Deputy Commissioner Sachin Gupta has directed all concerned officers to ensure that there is zero incidence of child labour in Rohtak district. He said that child labour will not be tolerated under any circumstances and strict enforcement of the Child and Adolescent Labour (Prohibition and Regulation) Act shall be ensured across the district, particularly in brick kilns, construction sites, shops, dhabas, and industrial establishments.

Chairing the monthly review meeting of the Labour and Mining Departments, the Deputy Commissioner emphasized that all children of workers residing and working at brick kilns must be enrolled in schools strictly according to their age. He directed that brick kiln owners and operators shall be made personally accountable for ensuring school admission and regular attendance of such children. Coordination with the Education Department was also stressed to ensure continuous monitoring.

DC Sachin Gupta further directed the Labour Department to study the “Bhattha School Model” successfully implemented in Jhajjar district. He stated that the best practices of this model, particularly those aimed at providing uninterrupted education to children of migrant brick kiln workers, should be examined and replicated in Rohtak district wherever feasible.

The Deputy Commissioner also reviewed the status of welfare schemes for construction workers and directed that all 710 eligible construction workers, found eligible during verification, must be provided complete benefits under government-run welfare schemes without any delay. He emphasized that registration of construction workers should be carried out through the HEPC portal, with active involvement of contractors. Contractors were instructed to upload the details of workers on the portal, following which the Labour Department shall complete verification and registration as per norms.

Highlighting the importance of migrant labour welfare, the Deputy Commissioner directed officials to prepare a comprehensive database of migrant workers engaged in brick kilns, construction activities, and industrial units in the district. He said that proper identification and registration of migrant workers is essential for extending social security, education, and health benefits.

During the meeting, the Deputy Commissioner also reviewed registrations under the Shops and Establishments Act and directed officers to improve registration coverage and ensure compliance with statutory provisions. Mining-related activities in the district were also reviewed, and it was informed that all mining activities in Rohtak district are currently closed. Officers were directed to maintain strict vigilance to prevent any illegal mining.

The Deputy Commissioner reiterated that child labour elimination, education of workers’ children, migrant labour welfare, and timely delivery of benefits to eligible workers shall remain top priorities of the district administration. He warned that any negligence or violation in this regard will attract strict legal and administrative action.

The meeting was attended by DDPO Rajpal Chahal, Assistant Mining Engineer Rajesh Sangwan, Assistant Labour Commissioner Rahul, Deputy Labour Commissioner Kuldeep Kumar, Assistant Director (Safety & Health) Balram, and other concerned officers.
