Taking serious note of complaints from parents, students, and social organizations about violations of government instructions by private, unaided and recognized schools across the district, District Magistrate Himanshu Jain on Wednesday constituted a high-level inspection committee tasked with conducting regular and thorough audits of schools.

Ludhiana, February 18, 2025: Taking serious note of complaints from parents, students, and social organizations about violations of government instructions by private, unaided and recognized schools across the district, District Magistrate Himanshu Jain on Wednesday constituted a high-level inspection committee tasked with conducting regular and thorough audits of schools.

The committee, chaired by the Additional Deputy Commissioner (General), includes the District Education Officer (Secondary), CMFO, and the Deputy Controller of Finance & Accounts (D.C.F.A.). The committee will report directly to the District Magistrate. 

All private schools have been directed to immediately comply with mandatory guidelines. 
Admission & EWS Rights: Under the RTE Act 2009, schools must reserve 25% of seats for EWS and disadvantaged groups. No capitation fees or screening procedures for children or parents are permitted. The schools must comply with both the RTE Act 2009 and section 16 & section 31 of the Rights of Persons with Disability Rights (RPwD) Act, 2016. Any complaint against schools for not accepting admission of any Disable person will have to face strict legal proceedings as per the RPwD Act 2016. 

Moreover, Any fee hikes must strictly follow the Punjab Regulation of Fee of Unaided Educational Institution Act, 2016/2019. Accounts must be audited annually by a Chartered Accountant and submitted to the DEO Office. Physical punishment and mental harassment are strictly prohibited. Furthermore, the teaching of the Punjabi language is compulsory.  

Staffing & Safety: Teacher appointments and salaries must align with CBSE/P.S.E.B. norms. Schools must ensure valid, unexpired certificates for building safety, fire safety, and clean drinking water. 

 Operational Standards: No commercial activities are allowed on school premises, and all institutions must strictly follow the Safe Vahan Policy for student transport. 

​All school heads and management committees are directed to ensure strict compliance. Non-compliance will initiate immediate legal proceedings as per the rules.
