Transparent and Technology-Based System Curbs Corruption: HIRD Director Dr. Virender Singh Chauhan

Nilokheri, December 18, 2025: Today, the governance and administrative system in the country has become transparent and technology-based. Now, Prime Minister Modi presses a button and the Kisan Samman Nidhi amount reaches the beneficiaries' bank accounts directly. Unlike during the tenure of the late Rajiv Gandhi, where 85 out of every 100 rupees were lost to corruption, the role of middlemen has been eliminated, and corruption has been effectively curbed. These views were expressed by Dr. Virender Singh Chauhan, Director of the Haryana Institute of Rural Development. He was addressing the participants of the training program on various portals being conducted at the institute.

The training program was attended by District Project Managers, Assistant District Project Managers, and operators who provide technical support at the field level. The program coordinator and representative of the Rural Development Department, Meenu Redhu, welcomed the chief guest, Dr. Virender Singh Chauhan by presenting a a bouquet of flowers.

In his impressive address, Dr. Virender Singh Chauhan said that digital portals play a crucial role in ensuring financial transparency and good governance in Panchayats. He explained that the main portal, e-Gram Swaraj, is used for the utilization of funds from the 15th Finance Commission. In addition, portals like PFMS, GeM portal, Panchayat Nirnay, SNA-Sparsh, and the department's in-house application Panchayat Lekha-Jokha are helpful in making the work of Panchayats systematic and transparent.

HIRD Director, Dr. Chauhan said that the implementation of these portals has brought about widespread transparency in the system, and those who previously engaged in malpractices are now effectively restrained. He said that today we are moving towards a democracy where transparency and accountability are becoming the fundamental basis of governance.

Referring to Bharat Ratna, Dr. Bhimrao Ambedkar, Dr. Chauhan said that he too had stated that no matter how good the constitution is, if the people implementing it are not honest, it will remain a dead letter. Therefore, it is essential that all officers and employees discharge their duties with a positive attitude, enthusiasm, and dedication.

Emphasizing Direct Benefit Transfer (DBT), Dr. Chauhan said that DBT has brought about a financial revolution, ensuring that benefits reach eligible beneficiaries directly and completely eliminating the role of intermediaries. This system is a powerful step towards good governance.

Giving special emphasis on the maximum use of Hindi, the official language, in office work, Dr. Chauhan administered a pledge to all officers and employees that they would conduct as much of their office work as possible in Hindi, so that the official language Hindi can be further strengthened in practice.

The program was attended by faculty members Sandeep Bhardwaj, Dr. Sushil Mehta, Kamaldeep Sangwan, expert Gurvinder Singh from the National Institute of Rural Development, Hyderabad, Himanshu and Saurabh Arora from the Department of Rural Development, and other officers and employees.
