Ludhiana, July 24, 2013: A meeting was held in the office of the Deputy Excise and Taxation Commissioner, Ludhiana on Wednesday under the chairmanship of Dr. Rishi Pal, DETC and HPS Ghotra, AETC, Ludhiana was also present in the meeting. 

All industrial associations unanimously stressed upon suspending the implementation of E-TRIP till it is properly established and mistake-proof and user’s friendly.  Industries also informed the tax officials about various shortcomings in the E-TRIP.

Checking of goods by Sales Tax Officials on road was also one of the issues and was discussed.  It was suggested that the officials on checking the goods, should disclose their names and designations so that they may be contacted for further proceedings and Industrialists are not to run door-to-door to contact about the impounded goods. 

Refund verification on 4th stage is not possible as assessee cannot have any mechanism to verify the same.  No deduction should be made while giving the refund on the basis of non-verification of four-stage dealer.   

It was demanded that time-bar cases should not be fixed.  As per Industrial Policy – 2009 VAT Refund should be given within 60 days.  It is not being followed-up by the departments.

The delegation sought that an appeal be fixed seniority-wise.  Refund should be given seniority-wise, not as per the will of officials.

Industrial leaders mentioned that they are against the tax-evasion and bogus dealers.  They requested to the DETC to take appropriate action.

Various other issues were also discussed by industries related to simplifying the procedure and to make the departments more tax assessee friendly. 

Dr. Rishi Pal, DETC, Ludhiana assured the members that he will conduct meeting every month to make the system more assessee friendly and thus industries will not be harassed.
