Pushkar Singh Dhami Showcases Uttarakhand’s Model of Transparent Governance and Sustainable Industrial Growth at PHDCCI’s 120th Annual Session

New Delhi, October 9, 2025: Pushkar Singh Dhami, Chief Minister of Uttarakhand, addressed the 120th Annual Session of the PHD Chamber of Commerce and Industry (PHDCCI) in New Delhi, highlighting the state’s vision of inclusive growth, clean governance, and industrial transformation under the theme “States as Equal Partners: Showcasing Uttarakhand’s Economic Model.”
The Chief Minister extended his greetings to PHDCCI on completing 120 years of service to the nation, describing it as “a glorious institution that has bridged the government and industry for over a century, shaping India’s economic and industrial journey.”
The Chief Minister emphasized that industry and entrepreneurship are key drivers of employment and social transformation, and invited investors to join Uttarakhand’s journey towards becoming a model of sustainable development.
The Chief Minister shared that under the guidance of Prime Minister Narendra Modi, Uttarakhand has implemented major reforms to make the state one of India’s most investment-friendly destinations.
Over the past two years, the state has signed MoUs worth ₹3.56 lakh crore during its Global Investors Summit, of which projects worth over ₹1 lakh crore have already been grounded.
He added that the government has rolled out more than 30 new policies for industry, logistics, startups, MSMEs, and tourism, alongside a Mega Industrial Policy to attract large-scale manufacturing.
Reiterating his government’s commitment to transparency and efficiency, Shri Dhami said Uttarakhand has strengthened its single-window system, simplified licensing, and digitized over 260 commercial services.
He announced initiatives such as Uttarakhand Innovation Hub (U-Hub) - a ₹60 crore world-class startup incubation center; UK-SPISE, or the Uttarakhand Society for Promotion of Investment, Start-up and Entrepreneurship focused on fostering entrepreneurship and attracting investment to the state.
“Our goal is to ensure that every investor in Uttarakhand experiences seamless governance and partnership from day one,” he stated.
Uttarakhand has been recognized as an Achiever State in Ease of Doing Business and a Leader in Startup Rankings. The Chief Minister also reaffirmed his government’s zero-tolerance policy against corruption, under which firm action has been taken against over 200 officials, including senior officers.
Highlighting the state’s infrastructure expansion, Shri Dhami announced an upcoming International Airport near Rudrapur, with 900 acres allocated to the Ministry of Civil Aviation; a Smart Industrial Township being developed nearby — one of only 12 approved across India; sectoral clusters including Aroma Park (Kashipur), Plastic Park (Sitarganj), Electronics Manufacturing Cluster (Kashipur), and Multimodal Logistics Park (Pantnagar).
Acknowledging the crucial role of women in the state’s growth, Dhami said, “From the creation of our state to its progress, women have been at the forefront—managing families, fields, and enterprises.” He further highlighted the success of ‘House of Himalayas’, a brand launched by Prime Minister Modi to promote self-help group products from Uttarakhand, now gaining national and international acclaim.
With 71% forest cover, Uttarakhand is playing a key role in maintaining India’s ecological balance. The Chief Minister announced that the state will host the World Disaster Management Conference in Dehradun, to discuss global strategies for environmental protection and disaster mitigation.
Reaffirming his commitment to Minimum Government, Maximum Governance, the Chief Minister said Uttarakhand’s governance model is based on speed, transparency, and trust. He invited industry leaders and investors to become partners in the state’s journey of progress.
He concluded his address by thanking PHDCCI for its consistent partnership in the state’s development and extended festive greetings to all participants.
