Punjab Government launches OTS 2025 to recover arrears from defaulter rice millers
The Punjab government has launched the One Time Settlement (OTS) Scheme 2025 to recover outstanding dues from defaulter rice millers and revive the industry in the state.
Ludhiana, March 25, 2026: The Punjab government has launched the One Time Settlement (OTS) Scheme 2025 to recover outstanding dues from defaulter rice millers and revive the industry in the state.
Under this scheme in the Ludhiana West district, rice miller Rakesh Kansal of the agency Pungrain has settled the 2010-11 accounts for his mill, Shri Ganpati Rice and General Mill, Raikot. Today, he received a No Dues Certificate from District Manager Pungrain-cum-District Controller, Food Civil Supplies and Consumer Affairs Sartaj Singh Cheema.
Cheema stated that a court case had been ongoing between the department/government and this rice miller for the last 15 years. Now, under Pungrain agency’s OTS 2025, the miller has deposited the required recovery amount into the government account. He further added that this scheme is very simple and beneficial for millers. The process is completely transparent and handled online—from the initial application by the miller to the issuance of the No Dues Certificate. Rice-Miller Rakesh Kansal who benefited from the scheme, expressed that it has been highly beneficial for him. Due to the pending court case, he was unable to run his mill, and significant time and money were being wasted on litigation. He expressed his heartfelt gratitude to the Punjab Government for this initiative.
