Panjab University Hosts Special Lecture on Public Policy Implementation
The Department of Public Administration, Panjab University (PU) Chandigarh, today organised a special lecture under its series “Public Policy - Theory & Praxis”. The lecture, delivered by Former Additional Chief Secretary, Government of Punjab, Shri J.M. Balamurugan (IAS Retd.), focused on “Public Administration and Public Policy: Insights into Implementation”, highlighting the critical gap between policy formulation and execution.
Chandigarh, 15 April 2026: The Department of Public Administration, Panjab University (PU) Chandigarh, today organised a special lecture under its series “Public Policy - Theory & Praxis”. The lecture, delivered by Former Additional Chief Secretary, Government of Punjab, Shri J.M. Balamurugan (IAS Retd.), focused on “Public Administration and Public Policy: Insights into Implementation”, highlighting the critical gap between policy formulation and execution.
Drawing from over 37 years of administrative experience, Shri Balamurugan emphasised that effective implementation remains the cornerstone of successful public policy. He noted that even well-designed policies often fail to achieve desired outcomes due to gaps in execution, underscoring the need for stronger institutional mechanisms and accountability frameworks. He further explained public policy as a structured system shaped by laws, institutions, and societal norms, stressing adaptability in response to evolving societal needs.
The session commenced with the Chairperson, Department of Public Administration, Dr. Bhawna Gupta outlining the academic relevance of the lecture. The speaker was introduced by Dr. Bharati Garg, who highlighted his extensive administrative experience across multiple sectors, particularly in Punjab.
Addressing students, Shri Balamurugan encouraged continuous learning beyond formal education and stressed the role of individual attitudes, institutional culture, and governance structures in shaping policy outcomes.
The lecture concluded with an interactive session, where participants engaged with the speaker on issues of governance, leadership, and policy challenges.
