Officials Must Reach Villages to Assess Ground Reality of Welfare Schemes: HIRD Director Dr. Chauhan

Nilokheri/Karnal, August 31, 2026: Director of Haryana Institute of Rural Development (HIRD), Dr. Virender Singh Chauhan has stressed that officials must visit villages to understand the ground-level implementation of government policies and welfare schemes and ensure their benefits reach the last mile.
Addressing a five-day training programme for Assistant Section Officers, organised jointly by the Secretariat Training and Management Institute, New Delhi, and HIRD; Dr. Chauhan said knowledge of office procedures alone was not enough. Officials needed direct interaction with beneficiaries to understand the actual impact of schemes.
He said field visits would help develop sensitivity, accountability and the ability to find practical solutions to problems. He urged the trainees to apply the knowledge gained during the programme in their respective areas of work.
Programme coordinator Dr. Wazir Singh said the trainees would undertake an exposure visit to Bhadsо village, where they would interact with villagers about Central government schemes and observe the ground-level implementation of the Pradhan Mantri Gramin Awas Yojana.
Roshan Kumar Mishra of the Secretariat Training and Management Institute said experiencing implementation challenges directly in villages, rather than learning about them only in classrooms, was an important component of the training.
Officials and participants, including Gurvinder Singh, Bunty, Kuldeep, Hrithik Raj, Salman, Shyamlal, Renu, Sunita, Vishal, Shivam Rajput, Ayushi, Himanshu and Shubham Singh Rajput, were present.
