Officials Must Accelerate Pace of Rural Development Works: DC Sachin Gupta
Deputy Commissioner Sachin Gupta conducted a detailed review of all major schemes under Rural Development and assessed the implementation of Central and State welfare programmes. He instructed officers to enhance the pace of work, strengthen field supervision, and ensure that the benefits of every welfare scheme reach eligible beneficiaries promptly and transparently.
Rohtak, December 11, 2025: Deputy Commissioner Sachin Gupta conducted a detailed review of all major schemes under Rural Development and assessed the implementation of Central and State welfare programmes. He instructed officers to enhance the pace of work, strengthen field supervision, and ensure that the benefits of every welfare scheme reach eligible beneficiaries promptly and transparently.
The meeting was held at the Mini Secretariat with ADC & CEO-Zila Parishad Narender Kumar, DDPO Rajpal Chahal, and officers from Development & Panchayats, Zila Parishad, Panchayati Raj, CRED, MGNREGA, and other line departments.
DC examined progress on door-to-door waste collection. Currently, 19 Gram Panchayats across all five blocks are covered—
* Meham: 7 villages
* Rohtak: 1 village
* Sampla: 5 villages
* Kalanaur & Lakhan Majra: 3 villages each
In GP Sangahera, the Panchayat cleaned five ponds and leased them for ₹75,000 annually under liquid waste management. Villagers are being mobilised to adopt individual compost pits, kitchen gardens, and soak pits.
PMAY-G progress was reviewed:
* Target: 1673
* Registrations: 1527
* 1st instalment: 1405 beneficiaries
* 2nd instalment: 541 beneficiaries
* Completed houses: 541
The DC directed timely verification and release of pending instalments to expedite completion of remaining houses.
He instructed departments to prioritise water harvesting structures, rasta works, plantation, and employment-oriented activities.
DC reviewed progress under Phase-II and issued clear directives:
* Maintain the current target of 120 Sarovars; no reduction allowed.
* Increase the target based on district potential.
* Ensure timely completion of all identified works.
* Conduct month-wise comparison of physical and financial progress.
* Track handover status for all completed Sarovars.
→ Ensure formal and timely handover to the concerned agency.
Under Phase-I, 50 ponds have been rejuvenated. Under Phase-II, work is completed at 4 sites, and 10 are in progress.
The DC reviewed progress under the policy granting ownership rights on Panchayat land.
* 8 cases submitted from Basana, Madoudhi Rangdan, Jaatan, Kahanaur, and Baniyani have been approved.
* 4 registries have been executed.
He directed Gram Panchayats to submit pending eligible cases without delay.
The Deputy Commissioner reviewed the district’s Model Village Campaign aimed at achieving 100% saturation of essential services in selected villages—
including sanitation, drinking water, pension coverage, infrastructure upgrade, waste management, and active Gram Sabha participation.
He directed that each block must achieve at least one fully saturated Model Village at the earliest.
Additional Key Directives for District Departments
1. Highways – Central Verge Plantation
* Undertake plantation along all central verges.
* Use MGNREGA labour for plantation and maintenance.
* Ensure that targets are completed within prescribed timelines.
2. District Plan (D-Plan) Financial Performance
* Achieve 80% utilisation of D-Plan funds by December.
* After reaching the 80% benchmark, the district will formally seek additional funds based on performance.
3. Flood Preparedness Agenda
DC reviewed monsoon and emergency readiness across departments, covering—
* Grain markets
* District Level Control Committee (DLCC)
* Red Cross emergency resources
* Road repair and revision requirements
He instructed all departments to update and implement preventive action plans immediately.
4. Technological Upgrade for the GOBARdhan Project
To ensure sustained functioning of the Kharaawar Gaushala Gobar Gas Plant, the DC directed:
* Development of a technology-based monitoring and management system.
* Prevention of operational gaps and downtimes.
* Exploration of solutions for—
– Real-time monitoring
– Tracking of waste collection & processing
– Utilisation of biogas, slurry, and compost

* Accelerate rural development execution across all blocks.
* Ensure that benefits of every welfare scheme reach eligible citizens without delay.
* Maintain accurate MIS updates and ensure file movement only through e-Office.
* Strengthen field inspections and maintain a high level of transparency and accountability.
